It is praiseworthy but not enough for Aires Rodrigues to point out the shameful state of Goa public facilities and monumental government administrative lapses and intentional abuses. It would help to name and thus shame the derelict officials and politicians involved who are responsible for the mis-governance and willful neglect. For example his latest exposé of the filthy Kadamba bus stands and depots fall under the purview of people whom he could have named. There is no liability attached to naming such persons since he is not accusing them of any offence, just pointing to their neglect of responsibilities in matters to which the public can attest. Goa is enveloped in sheer administrative chaos. The all-important Town & Country Planning department can be adjudged today as being the most Corrupt department in the State. It is now better known as the nucleus of Town & Country Destruction. It is little wonder that over the years it is one of the Ministerial portfolios keenly fought over by MLAs. >From Pernem to Canacona the entire state is sadly witnessing rampant unauthorized hill cutting, illegal land filling and land use violations. The land mafia is having the last laugh with some of them ironically being advisors of the Government on the critical issue of Town & Country Planning. We now have a lot of Serial hill cutters, land fillers and land use violators. The future of Goa stands bleak as the Town & Country Planning department has thrown in the towel and has opted to be a mere spectator to the organized devastation and destruction of what remains of Goa. An environmental and ecological catastrophe is now on the cards with the silent or active blessing by officials of the TCP department. We need a TCP Department that is fit for purpose that is actively involved and take its statutory and advisory role seriously and transparently to protect our land and people’s needs ahead of the land sharks. Wendell Berry, a respected environmental activist warned ‘Our destruction of nature is not just bad stewardship, or stupid economics, or a betrayal of family responsibility; It is flinging God’s gifts into his face, as if they were of no worth beyond that assigned to them by our destruction of them’. GOVERNOR S N PILLLAI Is Different Governors of the state are appointed by Central Govt and is always reserved for the faithful as the final resting grounds from active politics It is well-known they are a link between state and centre and more that often trouble shooters at the bidding of masters The Governor of Goa had expressed his views on expenditure on new Governor's residence as avoidable but to no avail.He is a writer, thinker with 150 publications and is no mean achievement of literary pursuits He is known to visit many a charitable organisations and have voluntary extended aid to many such institutes.Recently the visit to many villages in Salcette is a path breaking decision to interact with citizens and obtain first hand knowledge. Perhaps he is first Governor whom people could meet without formal protocol at their doorsteps due to his personal initiative ..Usually Governors are ensconced in ivory towers and audience was limited mostly to politicians and important Dignitaries with prior appointments These visits have a humanitarian angle and visits are not for personal publicity and aggradisements,in that many were issued cheques of Rs 25000 each for dialysis treatments Now he has invited applications with proper documentation for aid to cancer patients Shredaran the FIRST Governor to interact with common citizens informally but more than that he has extended well meaning financial aid from his discretionary funds.His path breaking initiative is laudable to be praised. Rewards might be redundant. Everyone believes they are doing a good job. And whoever is really doing a good job, for them that's enough reward. Maybe a good tribute would be to widen the sphere of discussions and our range of focus. This is what I wrote recently for The Goan: World Goa Day... over two decades later For The Goan = Frederick Noronha Come August 20 each year, and it has become a trend to observe World Goa Day in recent years in communities across the globe. This event gets a lot of positive publicity in the media, and notice too now. But there is also space for questions to be raised, and this could be the more relevant part that's much needed. Feeling in a mood to stoke some discussion, this is a note which one shared online the weekend: "Many fathers have claimed paternity for the World Goa Day. Including Goa Sudharop since 2000, Rane Barretto since around the same time or the World Alliance of Goan Associations again from the mysterious year 2000. Some in the Gulf though have been saying that they've had this event since the 1980s, and maybe the idea was cut-and-pasted from them. "Whatever the case, cyberspace connected Goan communities and made it happen, though it didn't end Goan factionalism. Which is why they say, if you have two Goans, you can start a party, three and you can have a coup, three-and-half could create a revolution, and four you'll have three parties..." The thought is interesting. For a community scattered across the globe, confused about its history, facing (often unfair and biased) harsh critiques about its evolving identity, maybe such an event can bring people onto a common platform. The differences will remain, but at least the basis of commonness could remain. Yet, at the same time, the also reminds us of the typical and legendary factionalism among Goans (of all kinds). It should make us think about the best approachs to be adopted to face today's needs. Song and dance has a (big) place in the Goan world, but will that alone suffice to take us as a community forward? Above all, events such as these make us re-evaluate the connection that the Daizpora (a term I like using, for reasons obvious to anyone knowing some Konkani) have with their homeland. And vice versa. Do we in Goa only see them as an easy milking cow? People who are in a hurry to get access to permissions and services, and therefore can be overcharged at the drop of a hat? Or whose properties can be looted and stolen (as now becomes apparent) with little action happening on that front? * * * The Goan Daizpora has been under-appreciated and under-recognised for ages now. In fact, they have been largely treated as an inconvenient, unwanted section, whom Goa is better off without (except for investing and spending their earnings here here). Sometimes, they are seen as being too nostalgic about Goa, since absence makes the heart grow fonder. This draws the risk that they will speak out and raise issues, say in the House of Commons, through their representatives there. Or to question politicians about what's happening back in Goa when controversial policy decisions are taken here. World Goa Day would have been much more of a force if different groups and cliques learn to work with one another, instead of just being competitive or cut-throat about their positions. We heard of the tug-of-war between East Africander Goans in the UK versus the newer Portuguese Passport immigrants there, and how there is a lack of acceptance of each other. While one and all inject their own version of history into the origins of WGD (someone could accuse this columnist of doing the same!), it would be only fair that everyone who had something to do with its evolution would get some credit for the same. One version that has come up repeatedly (without going into the rightness or otherwise of it) is that this event was started in Kuwait possibly sometime in the 1980s, when it was known as Goa Day, and adapted somewhere along the way. Everyone feels upset when an idea is somehow taken, transformed, and those who initially floated it get no credit whatsoever. Ever since the mid-1990s, the birth of cyberspace suddenly allowed Goans worldwide to connect back with Goa. This has been a mixed blessing. On the one hand, they could keep closer links, and be better informed. On the other, they could be mislead, manipulated, taken for a ride. Many in fact feel cheated for supporting causes (including language), which were then used to cut into their very interests. Today political parties like the Revolutionary Goans have been building a direct line to Goan neo-settlers in England and pockets of Europe. Other inconvenient issues can be seen too. It is a lack of vision to exclusively focus on song and dance, and not go into serious discussions, planning enterprises, focussing on long term agendas and the matters that really affect Goa, including its expatriates?
