Highway planning in Goa Goa has space constraints, hence Govt.need to consider seriously this factor.For sake of convenience the district , major district roads and state highways are merrily converted into National highways.It has resulted in displacement of centuries old settlements without relocation , rehabilitation and paying a pittance for acquired land and demolished residences and establishments.. The only avaiable avenue is legal redress for enhancement but it has not resulted in any appreciable relief by and large, since the Court consider it as social developments.The human costs too cannot be computed in exact monetary terms .Highways as a rule bypass residential habitats and settlements. Sound barriers are erected so as not to disturb peace and tranquility. Curves and bends are totally avoided.No rumblers are seen anywhere in Europe and USA. Govt has still to honour court directive of dismantling of hump type speed breakers on highways, which have caused many deaths.Speed limits are even monitored from air and heavy fines imposed as a deterrent.CTV cameras monitor traffic violations effectively without controversy.The sign boads even warn drivers to reduce speed.Traffic signals and display boards regularly direct the motorists. There is perfect road discipline and citizens are educated to observe traffic rules to letter and spirit.The traffic enforce rules as violations and effects are most feared Pedestrians can stop traffic if need be .There is no doubt that people walking on foot are rare..No overtaking of school buses is ever seen. The traffic at the back comes to a grinding halt.There are diversions of over bridges to cross lanes. Heavy traffic have dedicated lanes Scooter menance is practically non existent .No cattle are ever seen on the roads.Barriers are in place to avoid wild animals and motorists clashing.Protection and safety of animals in the wild is priority indeed The Centre cannot take cover under costs escalations for under pass, over head bridges , bypass roads to provide safety and avoid displacement. Our politicians travel worldwide but have not learnt the systems in place about road designs ;safety, traffic monitoring and controll.Roads cannot be a priority at the costs of convenience and safety of citizens and cannot put cart before the horse principle.A proper scientific balance need to be observed to safeguard interests of citizens amd the environment and the necessity of travel Nelson Lopes Chinchinim

Aloha, The British royals are living in a bubble, or as the French call it, 'outside (above) soil'. But aslo, as The Guardian exposed a few weeks ago, they were able to tweak legislation (bwo 'Royal Consent') in their favor till the 1990s, freeing them, among (not a) few other things, of obligations under the Race Relations Act, which prohibits emplyment discrimination on basis of ethnicity. They argued that 'it has not been a custom of the royal household to employ people of colour'. Now I wonder if this 'regal' attitude is not related to the somewhat enigmatic relationship of Queen Empress Victoria with her Indian man servant (Abdul? - which was the subject of a popular movie), and had raised eyebrows in Bukhingham Palace in its time. A Complaint has been filed against Mandrem MLA and Chairman of Goa Housing Board Jit Arolkar for Tax fraud, Disproportionate assets, Land Scam and Money laundering. In separate complaints addressed to the Enforcement Directorate, Income-tax authorities and the CBI it has been sought that the misdeeds by Jit Arolkar be thoroughly probed. In the complaints filed on behalf of Mapusa based 76 year old Rawloo Vaikunth Khalap currently residing in California, the authorities have been given complete details of the huge land scams that Jit Arolkar is involved in. Jit Arolkar has been accused of illegally grabbing land admeasuring 1,48,800.00 sq. mtrs., situated at Village Dhargal in Pernem of which Rawloo Khalap is a co-owner and selling it after unlawfully converting it into over 200 plots. Jit Arolkar has been further accused of grabbing huge land in an adjoining property belonging to an elderly widow similarly selling the same after creating many plots. The attention of the authorities has been drawn that Jit Arolkar had in 2001 joined the Goa Police as a constable only to quit within a decade possibly after making a huge fortune on land scams and money laundering. The authorities have also been given a copy of the affidavit filed by Jit Arolkar on 28th January this year before the returning officer along with his nomination papers for the Mandrem Assembly Constituency which clearly reveals that Jit Arolkar has blatantly amassed very huge wealth beyond his known sources of income. The authorities have been urged to promptly investigate the complaint in accordance with law despite Jit Arolkar being politically very well connected as an MLA supporting the ruling government. Adv.
