Re: [Goanet] [Goanet-News] STATEMENT: Alina Saldanha questions MPT on floating hotels in Zuari
Dear Madam,I am moved by the pro-active action taken by you to alert the Goan people. Usually our politicians make small, empty noises only when there is intense public pressure. There is a lot that can and should be done to protect the flagrant abuse of our beautiful GOA. If you may allow me to suggest, for greater and more effective public participation, why don’t you introduce an internet site like “Change.org”? Such Sites are very effective and encourages public participation. Moreover, when you insert a questionnaire like “Why is this important to you?” you come to know what moves, stirs and matters to people. Also, it provides Ministers like you, instant updates of how many people are supporting and willing to sign up to your cause. People should have access to sign the petition via the net no matter where we Goans live and work. Good luck and best wishes in protecting our very-dear-to -our-hearts MY-GOA! My mother, in a stinging refutation of Samuel Huntington's theory, named me Ashwin. ''Ashwin Ahmad,'' she said. ''Rolls off the tongue, doesn't it.'' And so it was. Without having done anything I had been born special. As my father said, ''There may be many Ashwins and many Ahmads, but hardly anyone will have the two together.'' As far as I knew, my father was right. Puffed up like a peacock, I straddled my dual 'religiosity' with pride, along with a few fibs. ''We celebrate Diwali and Eid. Yes, we go to both mandirs and masjids,'' I mentioned to my awestruck friends (though we went to neither). ''You must be very tired then,'' the more perceptive among them observed. At any rate, I revelled in my 'cool' status. Marx, I thought, was right. This stuff was heady opium and I was, as the jingle goes, lovin' it. I soon realised my 'difference' came with its baggage. In Saudi Arabia, we got crank calls — people wanted to know what faith we practised. Did we drink at home? Did we have beef or pork? What 'gods' did we worship? But it didn't matter then. I flattered myself by thinking how important I was. A salaam or a namaste from me could mean victory for either 'side'. These modern-day crusades, I sighed mockingly. But since such queries were so immature, I could never really take offence. My religion, as I delighted in telling anyone who asked, was football. But this fairytale world did not last. As I began working in India in 1997, the Wilde wit, with which I had previously parried off questions about my religious identity, suddenly no longer amusing. Increasingly, I found myself having to become a spokesperson for everything all Muslims did all over India and abroad. ''Why do Muslims always support Pakistan?'' I don't know. ''Why do you people keep four wives but pray five times?'' I don't know, and I don't see the connection. ''Has your mother converted? Most people do in these mixed marriages, you know,'' said an elderly man learnedly. ''No, I don't know! Why don't you phone and ask her,'' was what I wanted to say. But I said nothing. At first, I treated these questions as ignorant and impertinent but something I had to get used to. I followed the example of my hero Superman. He had his kryptonite and I had mine. Of course, then it didn't hurt so much. I didn't connect what was happening in the outside world with my life. This was the India where my parents, my uncle, my father's aunt, had had mixed marriages. Nothing anyone said or did could alter our freedom to do that, and be, just be! But things did change. Perhaps I was at fault. In my naivete, I thought being ''confused'', as one Muslim acquaintance put it, would carry me through. It had for 25 years of my life. I had eaten and drunk, loved and lived with people without bothering who they were. But the world, it seemed, had suddenly become very bothered with who I was, a fact I learnt while house-hunting. Eyeing my faux Calvin Klein shirt and Omega watch, property dealers sprang out of their somnambulistic state, only to recoil when they heard the surname. Nahin ho sakta. Aap wahan Zakir Nagar mein try kijiye. What amazed me was their matter-of-fact attitude. It was as though they were doing a jigsaw puzzle, where all pieces had to be put in their proper place. At first I rebelled. But being James Dean got me nowhere. I didn't want to be a rebel without a home. It took my mother with her bindi and crisp sari to convince my Muslim-hating landlady that wife and I were kosher. So, for the sake of a home, I slipped my cosmopolitan identity under the pillow and listened silently as the landlady harangued about ''terrorists, dirty Muslims, all of whom deserved to be hanged and killed''. I let my wife sign the rent agreement, and ensured the cheques were made out in the name of 'Vishal' — her maiden name. I put no plaque outside the door or the letter-box. If anyone asked, I was Ashwin. The Ashwin had effaced the Ahmad. And

[Goanet] *On-roof luggage* banned for private tourist buses
See: http://epaper.timesofindia.com/Repository/ml.asp?Ref=VE9JTS8yMDA2LzA3LzI0I0FyMDA3MDI=&Mode=HTML&Locale=english-skin-custom Publication: Times Of India Mumbai Date: 24/07/2006 Section: Times City Page Number: 7 On-roof luggage banned for private tourist buses Shibu Thomas |TNN Mumbai: In a bid to ensure passenger safety, the Bombay high court last week upheld a ban on goods and luggage being carried on the roofs of private tourist buses entering Maharashtra. A division bench of Justice R P Desai and Justice A P Deshpande agreed with the state government's contention that heavy luggage on the roof changes the vehicle's centre of gravity, posing a direct threat to passengers' lives, especially when the bus is negotiating a turn. The judgment brings to a close a 10-year-battle between the government and a strong cartel of tourist bus operators, who claimed they had a right to carry goods on the roof. Twenty-one tourist bus operators based in Bangalore had moved the Bombay High Court after the Maharashtra Road Transport Authority (RTA) began initiating action against buses in 1995. At the entry points, RTA officials would check such vehicles and fine them Rs 1,500. In court, the operators claimed that as per the permission issued by the Karnataka RTA, they were classified as "heavy public service vehicles'', which allowed them to set up a luggage carrier on the roof of the vehicle to carry goods. The state opposed this plea. "Section 128 of the Central Motor Vehicle Rules prohibits such luggage carriers,'' said assistant government pleader Molina Thakur. "Personal belongings and the luggage of passengers are to be carried in the space provided in the rear of the bus or below the carriage,'' Thakur added. The advocate also said, "The goods on top of the vehicle shift the centre of gravity of the vehicle in the upward direction which is dangerous especially when the bus is navigating a curve or an incline,'' said the state government affidavit. The affidavit further stated, "It may lead to the bus tilting or toppling down.'' The high court has stayed its orders for four weeks to allow the bus operators to appeal against the judgment in the supreme court. - ___ Goanet mailing list Goanet@lists.goanet.org http://lists.goanet.org/listinfo.cgi/goanet-goanet.org
[Goanet] Delhi gets shaky on monorail
See http://www.financialexpress.com/fe_full_story.php?content_id=134836 The Financial Express Posted online: Saturday, July 22, 2006 at hours IST Delhi gets shaky on monorail NEW DELHI, JULY 21: The Delhi government's proposal of a monorail in time for the Commonwealth Games in 2010 may not see the light of the day. Confirming this, Delhi Metro Rail Corporation (DMRC) chief E Sreedharan said DMRC felt the monorail would not be feasible for the city. Speaking on the sidelines of a CII conference in the Capital on the Mass Rapid Transit System (MRTS), Sreedharan said the monorail would be unable to deal with the large number of people, who will come for the games. The proposed monorail was to cover 60 kilometre across Delhi and act as a feeder for the metro. At present, DMRC plans to start the east Delhi phase of the metro. It would start a few months before the games. Sreedharan said, "The 2nd phase of the Delhi Metro will have a 60 km connecting line between New Delhi railway station and the new airport. There will be a stoppage at Connaught Place where passengers will have the facility of checking in their luggage. The entire journey will take only about 15 minutes." He added that this too would be started in time for the Commonwealth Games. Regarding the Gurgaon phase of the Metro, Sreedharan said it was still pending with the group of ministers for approval. At the conference, Sreedharan said currently 26 cities in the country were at various stages of implementing the metro rail system at a cost of over Rs 31,000 crore. Other delegates at the conference included Konkan Railways MD KK Gokhale, chairman railway equipment division, CII and managing director, Titagarh Wagons JP Chowdhary and president and CEO of VAE Gmbh, Austria Marc Kaddoura. -- Google picks Goencar.com for Branded E-mail. [Goanet] Railway Ministry *Approves* Konkan Railway Skybus ...
See http://inhome.rediff.com/money/2006/jul/21skybus.htm Govt gives nod for Skybus project July 21, 2006 17:45 IST The Konkan Railway Corporation Ltd has secured the government's approval to go ahead with its dream Skybus project, which had hit a roadblock following a fatal accident during a 2004 test run. "We have been given the clearance by the Railway Ministry to go ahead with the project," a KRCL official said. Questions had been raised about the project's safety after the Skybus collided with a pillar, killing a Konkan Railway employee on September 25, 2004, during a test run at Goa. The Ministry of Urban Development had formed a Technical Advisory Group, which submitted its report last year. The group comprised of government officials and officers from the Konkan Railway. Based on the recommendations of the technical group, the Railway Ministry has given its approval to Konkan Railway to go ahead with its trial runs and make necessary changes for the safety of the project. The trial runs had been discontinued after the accident. Now that the Railway Ministry has given its approval, consultations will begin with Konkan Railway officials to get safety certification for the project, the KRCL official said. "We will have to get safety certification from some authorities and bring about changes in the project," he said. KRCL had spent Rs 50 crore (Rs 500 million) on the project, hoping that Goa would be the first state to use it. But the central government clearance for the project became a hurdle after the accident. Last year, Goa government had derailed the dream project by going in for a new monorail project. Goa Chief Minister Pratapsingh Rane had said that the state had given up on the Skybus project, saying it cannot wait forever for the Skybus technology. The Skybus metro system was developed by Konkan Railway as an answer to the traffic congestions on city roads. Delhi Metro Rail Corporation managing director E Sreedharan also said that the Konkan Railway needs to perfect the Skybus techonology. "Skybus project is yet to be proved by the Konkan Railway," he said. At one point of time, several large and mini metropolitan cities were factoring the sky bus in their urban transportation plans. In August 2001, the then Prime Minister Atal Behari Vajpayee cleared a massive programme to develop the Skybus in eight cities - Mumbai, Delhi, Kolkata, Chennai, Ahmedabad, Bangalore, Pune and Hyderabad. Other cities like Goa, Coimbatore and Kochi had also viewed the Skybus with favour. - Hooray !!! (^-^) Lawrence -- Need a *Gmail* e-mail ID? Do write to me. But, you will agree that there is a difference between *exceeding the budget*, and, *overspending*. Have you tried painting your house, Frederick? The last time I did mine, and, it was not the first time I have undertaken the exercise, I *exceeded the budget*. There was no *overspending* as there was no *squeeze* from wily politicians or bureaucrats. Given our political scenario, I will not be surprised if there was *overspending* by the Konkan Railway Corporation. The *Tax Free* bonds issue is one example. I still wonder what the CAG reports say. As for environmental costs, you have my say, in my earlier post: http://www.mail-archive.com/goanet%40lists.goanet.org/msg00743.html For those who came in late, Winston Costa Pereira's reply to A J Simoes' post, as well as A J Simoes' post, are appended below. Now, back to the Skybus... :-) The test track at Madgaon, has conclusively proved that the budget estimates [inclusive of *squeeze*, most surely ;-) ], of the construction cost per kilometre, are realistic, achievable, and have been achieved. The Skybus, I believe, runs on electricity. Most environmental friendly. All said and done, [and I repeat here, from my first post on this subject], http://www.mail-archive.com/goanet%40lists.goanet.org/msg00693.html from the politician's perspective, there is no charm at all in the SkyBus, because with the proposed Monorail: - Crores can be embezzled in importing standard gauge coaches and equipment from abroad. This is not possible in SkyBus which has a large percentage of indigenous technology. - Crores can be embezzled in massive land acquisition at jacked up market rates. This is again not required in SkyBus as existing roads can be used with minimal requirements for compact skystations. - Crores can be embezzled in relocation of tenements. This is also not possible in SkyBus as it will be negligible. - Crores can be embezzled in massive Monorail construction costs. This will be greatly reduced in SkyBus as it is one-fourth the construction cost. - Crores can be embezzled in further expansion/extension of the project. This will not be possible in SkyBus as it is more easily scalable. - Crores can be embezzled in operating deficit on ongoing basis in the name of infrastructure. This is not possible in SkyBus because it is financially viable on its own. I am expressing my strong objection to the article by Mr Fredrick Noronha on the 27th of June 2004. The title of this article was 'the great railway rip off'. The title of my article is 'On the track of glory'. I have been an independent engineer who has studied the Konkan railway route very carefully after the last months accident on the KR route. In fact, I inspected each and every cutting, tunnel and bridge and I have just returned back from my expedition just yesterday. I even had a meeting with the KR officials in Belapur, Navi Mumbai and I have given my suggestion which will also been implemented. All the tunnels and bridges are in perfect shape but only the cutting are the once that are causing the problems in the rainy season. It is highly deplorable on Mr Fredrick Noronha~Rs part to criticize the project. I know that the 2 accidents that have taken place in 2003 and 2004 resp are things that should not have happened in the first place. But no one wants an accident to happen. Just because an accident has happened does not mean that the entire project is faulty. Such an article disgraces our own engineers capabilities and expertise. In fact, In 1998, there were ne

If what you say is true, than what prompted our politicians to build the Konkan Railway (a technological 'marvel', but a financial and environmental disaster)? We have a rail-track which can't grow without a further phenomenal investment. So it stays single-track for the most, and is unable to step up trains' frequency to even dream of becoming viable, leave aside all that grandiloquent talk of B-O-T (build-operate-transfer) that was supposed to have happened within ten years time! >> --FN Yes, Frederick, < grin > am laughing all the way to the Bank as do others who respond to posts on Goanet :-) What prompted the building of the Konkan Railway? I believe, were it not for Madhu Dandavate, and, George Fernandes, the cries of the Konkan, for a railway, would *never* have been answered. Incidentally, the Konkan Railway is an *engineering* marvel. The technology has been around for a long, long time. An environmental disaster? As is almost all *human* activity in the *modern* world. The perspective is important. A financial *blackhole*? Are the CAG reports available? If I recall correctly, all opposition to the Konkan Railway, in Goa, fizzled out, after the announcement of the issue of *Tax Free* bonds by the Konkan Railway Corporation. Konkan Railway *bashing* seems to be another sport on Goanet. Akin to a religion with the theme being *See, but, refuse to believe*. The Konkan Railway upset the apple cart of so many vested interests in Goa. Rightly so. The Konkan Railway Corporation seems to have delivered what it promised. A high speed, high frequency railway track. That the track is built to withstand trains travelling at 160 kmph has been proved in the recent trial runs. Believe the responsibility for under utilization of the track lies with the *Railway Minister* and not the Konkan Railway. Now, back to the Skybus... It has constitutional protection to point to the flaws in the functioning of those hallowed representatives of the people (and the bureaucrats who know-tow to them). Often, these powers are not adequately used. But, in times when misuse of public office is becoming an increasingly important issue, and as some officials see the need for standing up to stem the rot brought in by corruption, there have been some interesting CAG findings both at the New Delhi and (to a lesser extent) in Goa in recent years. >> Who cares for the CAG? Our political system wants to make crores of money - so what if the public suffers with wrong and obsolete technology decisions? Take the Konkan Railway Skybus, for example. All said and done, from the politician's perspective, there is no charm at all in the SkyBus, because with the proposed Monorail: - Crores can be embezzled in importing standard guage coaches and equipment from abroad. [Goanet] Konkan Railway Train Services *Safe* and *On Schedule*
See http://www.konkanrailway.com/website/press_2005/press_nivsar_090706.htm 9thJuly2006 PRESS RELEASE TRAIN SERVICES SAFE AND ON SCHEDULE ON KONKAN RLY Some prominent newspapers in Mumbai have given a headline that train services will be discontinued on Konkan Railway route for 7-8 months for major repair work, Konkan Railway hereby clarifies that this is not correct. Train services on our route are running as per regular schedule. The news carried by the said newspaper is exaggerated and the railway authorities mentioned in the news item, namely Shri Tupe – Regional Railway Manager Ratnagiri - has been misquoted. The reference in the news item is regarding railway track in Nivsar station. There is some settlement in the area due to heavy rains, however it is not that serious to affect safety of trains. Konkan Railway has packed up the affected small stretch with ballast and taken due care to ensure smooth and safe passage of trains. Enough engineering officials and staff are working round the clock to pack up the track on the platform line. As a matter of extra precaution, while this work is going on, all trains are stopped short of this location and taken at walking speed across. Thus there is no danger at all to passengers. Konkan Railway has also called professional geologists to undertake geological investigation of the site based on which further action will be taken to eliminate this problem. Konkan Railway continues to run all scheduled passenger and freight trains and this can be verified by the fact that trains are packed as usual. -- Need a *Gmail* e-mail ID? Do write to me.
