But the good news is that the law does not regard such impediments as loosely as balcao talk.The Sexual Harassment of Women at the Workplace (Prevention, Prohibition and Redressal) Act, 2013, defines sexual harassment as acts (direct or implied) like: (i) physical contact and advances involving unwelcome and explicit sexual overtures; or(ii) a demand or request for sexual favours; or(iii) showing pornography against the will of a woman; or(iv) making sexually coloured remarks; or(v) any other unwelcome physical, verbal or non-verbal conduct of sexual nature. Punishment: 1-3 years of simple or rigorous imprisonment. 4. Under the above Act, organisations are supposed to appoint their own Internal Complaints Committees, but in case they haven’t, the complainant can approach the Local Complaints Committee appointed by the District Magistrate or Collector. If she is unable to come forward and write out a complaint, the Local Committee is supposed to assist her with it. 4. But as we’ve seen, stigma and humiliation (heaped by both men and women in society) deters women victims of sexual abuse from filing formal complaints. Our courts are also to blame for the shoddy and insensitive manner in which they handle these victims during proceedings. But good news, once again, comes as the Supreme Court’s judgement in B C Deva versus State of Karnataka, 2007, which puts the version of a rape victim above material evidence in proving the crime. I can assure you that it got filled with around 2000 ideas or emails over the year! Of small and larger kind. People used to be more helpful and less egoistical in cyberspace in the past. I recall how people like Eddie Fernandes helped my journalistic work with inputs of very useful information, gleaned from databases few of us had access to. I remember how unknown persons in Vienna delivered faxes (at local costs) taken off the net for me, when I was trying to get in touch with an organisation of oil producing countries that was to have a conference in Goa. I recall that initiative called the Goa Computers in Schools Project. Or take a look at George Pinto's Goa Sudharop, clearly influenced by friendships built in cyberspace too. We also tried to help when possible, small things like passing on messages, sending out news, or searching telephone directories for numbers required. People helping complete strangers, for no reason or motive, is a very inspiring trend. In a world quickly getting subsumed by selfishness (Ann Rynd would be rolling in her grave if she had to see how far we have all reached!), this is really something nice. What I mention is no myth. You can ask any of the old timers on this list, and I guess quite a few will argue. Yes, we did have our fights, our misunderstandings, and those things. But we also have all gained a lot from helpfulness on Goanet, and that's why I call it a tool for building social capital whenever I get the chance to do so! One day we will look back and realise the role it has played in linking Goa and Goans. For instance, Goa butter comes from the bin'na fruit (kokum). After years I ran into some at the Panjim market. We educate our children to be something better than ourselves. In the bargain, we leave a blank in our place. Someone else comes and fills it up. After all, we are also filling up someone else's blank when we go to work abroad. We complain that migrants and outsiders are taking over Goa. Yes, they are. They are simply filling in the blanks created by the Goans who are taking over the Gulf and other countries. Some of the earlier Khell-Tiats names I remember are Ekech Ratri (with Carmena), Ami Fator, Naum Naslolo (horror), Uzvadd Paloilo (with Betty Naz) etc (Pl. add more) David was not seen in his recent tiatr nor I remember seeing Bobby, Vittal, Catus and Seby. I don't know if you've read her book, Urbs Prima in Indis-which I found really good. It has great pictures she said, which I immediately thought of as grist for the Goan Cyber Museum. Wonder of wonders, she is neither a historian nor of any other profession, only (sorry that's not the right word) a housewife (and she says that proudly) with 6 or 7 children some of them in this part of the world.
