Deputy Chief Minister of Goa

The Goan Catholic Welfare Union (GCWU) has congratulated the Revenue 
Minister, Francis D’Souza on his well deserved elevation as the Deputy Chief 
Minister of Goa.


Juino De Souza, President of GCWU said that the goan Catholic community are 
extremely happy that this position which was long overdue has finally 
materialised.  Although Francis D’Souza was sworn in as No. 2 in the 
cabinet, the minority community was feeling let down that he was not named 
as Deputy Chief Minister during the swearing in ceremony.


We have been praying for justice and along with some priests, nuns and laity 
have been offering prayers since the last six months for his elevation and 
God has heard our prayers.


Juino De Souza further stated that the people of Goa are well aware that for 
the first time in the history of any election the Catholic community gave 
their wholehearted support and mandate to the BJP and hence were expecting 
that the least the government would do is give the post of Deputy Chief 
Minister to the seniormost Catholic elected representative in the cabinet 
which is Francis D’Souza


The Catholic community is now eagerly awaiting the day when  the government 
will constitute the ‘Goa Minority Commission’ so that grievances of the 
minoroties can be redressed  effectively. We will also appeal to the Chief 
Minister, Manohar Parrikar to  create a new portfolio of 'Minster for 
Minority Affairs' which should be allotted to Francis D'Souza.

IFFI clashing with St. Xavier feast: GCWU petitions Sonia Gandhi.

The Goan Catholic Welfare Union (GCWU) has strongly condemned the 
adamant attitude of government for refusing to re-schedule the closing 
date of IFFI which is clashing with the Feast of St. Francis Xavier thus 
playing with the sentiments of the people. We have faxed letters to the 
Prime Minister of India, Mr Manmohan Singh and the Chairperson of UPA, 
Sonia Gandhi stated Juino De Souza, President of GCWU.
We have written stating that it is the bounden duty of every government 
to protect the religious rights of its people and specially of the 
minority community that is guaranteed under our constitution and it is 
regretted that the Minister of Information  Broadcasting, (Smt) Ambika 
Soni and the Chief Minister of Goa, Shri Digambar Kamat are hurting the 
religious sentiments of not only the Catholic community but entire goan 
community by holding the closing ceremony of the International Film 
Festival of India (IFFI) currently underway at Goa on the 3rd December 
2011 that is coinciding with the feast of St. Francis Xavier, Patron 
Saint of Goa which is a public holiday declared in his memory.


The letter further states that on this day lakhs devotees of all faiths 
converge at Old Goa to pay their respects, homage and offer prayers and 
devotion in honour St Francis Xavier. It is therefore a gross violation 
of religious rights for the government to have IFFI closing ceremony 
sponsored by the Central government on this holiday with gala dinners 
and fireworks and is an insult and attack on the religious sentiments of 
the people who believe in St. Francis Xavier and whose relics are 
preserved in the BASILICA BOM JESUS for all to venerate.


There is an uproar at Goa with people staging agitations, dharnas and 
black flag protests during IFFI which is showing the Congress led 
government in Goa in poor light. The BJP has also addressed the issue 
calling the Congress party communal.


The people are furious that the Congress government instead of taking 
responsibility and applying the right correctives are instead giving 
lame excuses and making incorrect statements by placing blame on 
extraneous bodies such as the International film Committee and the Film 
Federation of India who have no role to play in changing the closing 
date of IFFI, thus taking the people for a ride.


We have brought to their notice that all the people are asking is to 
advance the closing ceremony from 3rd. December to 2nd December 2011 
which is no big deal. Let the people be free to focus on the Feast of 
St. Francis Xavier with any diversion and which is their right.  I shall 
thank you on behalf of ‘The Goan Catholic Welfare Union’ to kindly use 
your good offices and intervene in this religious matter urgently so as 
to avoid the clashing of IFFI closing date with that of the feast of St. 
Francis Xavier.


Copies of the letter have been sent to the Finance Minister, Pranab 
Mukherjee, Defence Minister, A. K. Anthony, Minister of Information, Smt 
Ambika Soni and the Senior  BJP leader L.K. Advani.

It is surprising to read that the Catholic Church in Goa has appealed to
the International Federation of Film Producers Association (FIAPF) and to
the Film Federation of India (FFI) to ensure that IFFI does not coincide
with the novena and feast of St. Francis Xavier from next year.  The
question is why next year and not this year?  Who has seen the next year
and whether the same congress government who are against changing the dates
of IFFI will be voted to power in the ensuing elections?

Yes! The closing date if IFFI can definitely be advanced to 2nd December if
there is a political will. Can we allow the hard work and efforts of
hundreds of lay catholic individuals and several groups including *Save Old
GOA Action Committee* who actively participated in the campaign and had
even staging demonstrations and waving black flags on the opening day of
IFFI to go wasted?

The Chief Minister, Digambar Kamat was all along willing to consider the
request from the next year onwards and which was known to the community,
then of what purpose does the Church announcement SERVE?? Surely the
Catholic community has been let down by such a weak statement coming from
the Archdiocese of Goa

The community was confident that they were not alone in the battle and that
the church will offer total and complete support, then why the sudden
turnaround? The deeper question is: Who is responsible for influencing the
Church? Which are these powerful political bigwigs who have succeeded in
exerting pressure?  This deserves to be probed.   The issue here is serious
and needs to be trashed openly and without reservation primarily because it
concerns ‘Catholic Sentiments’ as St.Francis is the patron saint of Goa and
called by all Goans as Goencho Saib

Clearly the Church has tried to divert the issue by making an appeal to the
wrong authorities viz the FIAPF and FFI when both these bodies have no role
to play in fixing the dates for IFFI. We are all aware that IFFI programme
schedule is decided by the Director, Directorate of Film Festivals,* *Ministry
of Information  Broadcasting, Govt. of India in consultation with
Government of Goa, (ESG Panaji) and not by any other body.

A MOU is always signed each year between these parties at the beginning of
IFFI, further the Union Minister for Information and Broadcasting, Smt.
Ambika Soni in order to set a new paradigm to the festival had set up of an
Expert Committee in 2009 which also does not carry the name of a single
international representative.

The FIAPF based in Paris is purely an organization composed of member
associations from leading audiovisual production countries and helps
producers formulate policies and coordinate action in key areas such as
Copyright and related intellectual property rights' legislation,
Enforcement of IPR legislation and anti-piracy action, Deployment of
digital technologies and their impact on the audiovisual value chain,
Technology standardization process, Media regulation, Private and public
sector film financing mechanisms and Trade-related issues is therefore in
charge of supervising international film festivals to that extent.

The FFI which is a member of FIAPF is an apex body of the Indian producers
(around 18,000), distributors (around 20,000), exhibitors (around 12,000)
and studio owners, headquartered in Mumbai.

Irrespective of the Church directives if the government fails to change the
dates immediately, the Catholics will have no option but to show unity in
action through the power of the ballot.
