FDI in retail An example: My village saw a kind of a “Super Market” for the first time six years ago. It is doing well. Babu’s kirana store and several other grocery shops in the bazaar are doing well too, as before. Now a hue and cry from the Opposition – “Walmart will devour the likes of ‘Babus’ if it comes to India” - while the ‘Babus’ of my village don’t even know who or what is ‘Walmart’. They don’t have the time to count their cash, leave alone to bother about a ‘Walmart’. On the other hand, The Secretary General of The Consortium of Indian Farmers Associations (CIFA), Mr. P Chengal Reddy confirmed again and again the benefits FDI will accrue the farmers and the consumers, whose combined population surpasses the country’s Babus’ by untold millions. The farmers and the consumers do concur with Mr. Reddy, only the ‘middle-milkers’ don’t. Why on earth then, the dumb UPA doesn't produce Mr. Reddy in the Parliament to call the Opposition's bluff? My village ‘Babu’ too wouldn’t mind sacrificing a day’s cash for an hour’s company with Mr. Reddy. Bennet Paes Assolna Goa

FDI in RETAIL UPA II has has suspended the move to enforce retail. They seem to have the numbers, but they do not want to stake their claim on every issue When the issue will be brought to the Parliament is anybody`s guess They seem to have suddenly realised dharma of coalition politics ,fractured mandate to push the agenda of retail reforms The Govt now wants to have a broad consensus and take everybody on board The allies were divided among themselves due to internal strife and selfish instinct to please and survive in their own state politics Many Congress Parliamentarians were also not in favour and opposed the move It is not unusual for the partymen to have divergent views, but finally will agree to the cabinet decisions The Congress had enough of troubles to add more It appears the timing was bad and there was political mismanagement,and it did not gauze accurately the mood and sense of the house and the opposition The shadow of electoral gains in UP is loomonig large too. .The bill was in public domain, the leaders were consulted and responses taken into consideration, but consultation need not be unanimity The UPAII was perfectly justified into taking executive decision, but it is the Parliament that is important in the ultimate analysis The BJP feels ignored unjustifiably and wants to make it an issue for political mileage Earlier they approved of 100% FDI, ostensibly on the compulsions of the NDA components, though they were opposed to the move It looks like the Parliament was held to hostage on this issue alone The adjournment Motions on the price rise and black money stashed in foreign Banks took back stage The benefits would be limited to about 59 cities and not in another 8000 towns, which means it would not affect the retail traders at all There are now Indian chain stores and expanding in many states without disturbing the traders, on whose behalf the parties are taking up cudgels There is no doubt it would benefit the farmers, logistics , storage , transportation etc , that would create a host of jobs benefiting the people. FDI in retail cannot wait manufacturing sector , which according to the BJP spokesman is the priority and must take precedence over the others. Similarly the FDI in Insurance , Pensions may cause further hiccups and cause turmoil in the smooth functioning of the Parliament . One wonders that with FDI in retail being put on hold , it will expedite a host of legislation waiting for the approval Will the UPA II be able to convince and persuade all the stake holders to take decision on FDI in retail ? It appears to be wishful thinking ,when the opposition is bent upon disrupting, as the main strategy. Is the BJP opposed to POSCO and spreading of BIG BAAZAR. May be the 51% FDI all at once may lead to taking over by foreign management But then Indians businessmen are taking over industries in many countries as of today. Who has lost, the UPA II and allies or the people and the farmers? If the UPAII was genuine in its concern than it should not have vascilated to the extent seen and beating a hasty retreat , tactically called suspension, put on hod, deferred etc Credibility of India is at stake sending wrong signals to would be investors. UPA II believes it is in the best interests of all concerns and the fears and apprehensions are ill founded, but they failed miserably to convince anybody The opposition refuses to consider merits and demerits reasonably and dispassionately in the interest of the country. FDI and apprehensions galore It is the political parties that sound the bugle of fear and drum up support against FDI. Whenever there is a change there is bound to be resistance for status quo.Fear of unknown is really intimidating Foreign investment in telecom has not wiped out BSNL MTNL etc In fact more jobs are created and there is penetration of services at lower costs Coca cola and Pepsi has not made aerated Indian Industry redundant In fact packing and presentation of Indian Soft drinks are coming of age Thumps up and Limca have gone international. KFC has created its own culture ,but tandori is still a mouth watering dish that attracts foreigners all over the world Reliance fresh is spreading its tentacles and not causing farmers suicide Tata and Godrej are into food industry as monopolies, but not to the detriment of retail traders Consumers have a choice and are willing to pay for good products. Cheap things are not good and good things are not cheap. When banks were Nationalised there was hue and cry and foreign entry of banks have had no adverse effects and have created job opportunities. Computerisation was considered as the bogey leading to unemployment, but the fears were unfounded To day Indian IT industry is competing with world joints for a share and Indian soft ware Engineers are in great demand, sourcing the world with their expertise .Amul milk cooperative is caused white revolution in India, while Glaxo ,Nestle have their fair share The financial reforms and liberalisation caused outcry and tremors and the doubting pandits are proved wrong Mechanisation in Agriculture has led to better yields at lower costs and not caused much heart burns and with dwindling work force it is proving to be a boon . while old jobsare lost , new jobs are created. FDI in retail The objection by the opposition parties is a poll gimmick resorted to by the politicians only. The retail traders have not launched any all out war It is the pure assumption of the BJP and allies not excluding UPA II components for personal benefit.When millions of people all over India cried against the magnitude of corruption the politicians were deaf and still dithering on action To day the actual producers are getting the pittance for their products. The middlemen gobble up the cream and force the cultivators to distress sale to pay the loans and the inputs The Govt has not found merit in procurement at remunerative prices for agricultural produce and prevent farmer`s suicides The industry fixes the prices with huge profit margin and reserves and the Govt has no obligation to fix their prices, whereas the poor farmer has no idea of economics Most of the food produced gets rotten due to lack of storage , transportation and distribution The memory of food rotting in Govt procured supplies all over India is too fresh a recent memory. The entry of Coca cola ,Pepsi has not wiped out the nascent aerated water Industry It is true that these supplies are available in remotest parts of India , where there is no penetration of even drinking water Pepsi is selling chips and kurkures , but that has not dented retail in these products Is it confirming to the export commitment? They cannot compete with the retail in prices and outreach Politicians are gloating over food inflation , but see what they pay themselves for the food served in the Parliament It is only in the last year that prices have registered a steep rise making a little difference in income to the farmers The Govt could set up procurement process to avoid wastage and low prices of perishable commodities .The success of Annand Mlik cooperative is a example that could be replicated to benefit the farmers China has 26% FDI initially1992 and gradually increased to 51% This permitted time for adaption of the retailers. For the two decades it has led rapid growth, higher production efficiency, market consolidation and rising investments They have learnt from Walmart and CARE FOUR MANAGEMENT PRACTICES , PROCUREMENT AND LOGISTICS, and China still dominates the retail market and competing with them.Shangai . Bailon Gurung and Deshang outsmart the foreign retail. Initially they were permitted in metros like Shangai and Shenzen with no local competition. With their high inputs they cannot compete with the locals and Govt controls land transactions India is avast country and they will not find it remunerative to spread in the hinterland and villages The FDI has to to be increased gradually so that 5% of retail in unorganized sector will not be affected It is being restricted to 37urban centres of one million people and they are not interested in smaller areas.of uneconomical operations. 12 million outlets will reduce unemployment as they get better remunerations for their products Producers can expect better prices and cheaper goods. The prices in retail outside the supermarket will still be cheaper for most of us The middle men who profit immensely will be checked It can check food inflation too Their entry cannot wipe out Kiranas convenient stores etc The configuration of comparison with USA and other places does not apply to India Already some Indian companies have entered retail in Bihar ,West Bengal etc and existence of supper markets proliferation has not dented retail business in any way Parties do not want to antagonise the masses ,which is their base.
