Given India’s location in proximity to drug source countries like Afghanistan, Nepal and Pakistan and the country’s chronic high youth unemployment, it’s not a surprise that this phenomenon is taking place there. Rather that it has happened so much later than it could. On balance though, it is not only an India problem.
