[Goanet] Praying for more beach erosion

2010-07-10 Thread Rajan P. Parrikar
To Goanet -

Today's NT carries the headline Goa seeks Centre's help to control beach
erosion.
25 kms of the state coastline has been eroded. My first thought was to pray
that all
105 kms get eroded in the next 5 years. There can be no quicker way to rid Goa
of
all the riffraff from Russia, Dilli and elsewhere that have usurped beach
property or
who come here to trash our beaches over the weekend. The lamanis and ghatis
will then find other states to loiter in. Erosion of the coastline will save
Goa, and
the Goa govt should encourage, indeed accelerate, it.

The other point is, why are we asking the Centre for help? I know what will
happen next. Two uncouth N Indian babus working as 'seintiss' in some sarkari
dept will show up here pretending to carry out a study but will actually spend
most
of their time looking for real estate for themselves (with Digu's help, of
course).

Why hasn't Goa University cultivated expertise in this area? Isn't that one of
the
functions of the state university, to establish specialty in a subject that is
of local
importance? Well, I guess not. Universities in India, after all, are
exam-conducting,
degree printing presses, not knowledge producers.

I was a gentle child overall, who perhaps on account of living in BPT
Quarters, Wadala among children of all sorts and insanities, as well as my
intense desire to mingle with them--learnt some weird stuff. One Desi
Limerick (I guess) that will make people here blanch/blush a bit was:

Ataak pe phatak (level crossing)
Phatak pe tilli (I have no clue what this means)
Bayt mere bulli par (Sit on my dick/popot)
Pohchaunga Dilli (Take you to Delhi, Transport you to Delhi)

I cannot believe from which deep recesses of my mind this sprouted from. In
a way I am proud of my recent 49th. And we had no beach, but the railway
yard, and the constant sound of wagons rumbling and being shunted.

Anyway, I grew up with the sons of coal men, ash men, steam and diesel
engine drivers, greasers, call boys, shunt men, signal operators; flag men,
crane operators, fitters, welders, blacksmiths (these were the hip guys).
Our second neighbor had their own elephant in UP whom they caparisoned and
rented out for weddings. Our first neighbor Rameshwar, respected my mother
tremendously and never came into our house if Father was not in, and had
advised her to never open the door to any man if her husband was not in; or
to call out for him so he could see who it was. Rameshwar was what were
called as bhaiyas, and was from an amazing breed of humankind.

One more thing - the Goa govt has applied for funds from the
World Bank and the Asian Development Bank to combat beach
erosion.

I would like to write to both these banks requesting that not a single
penny be lent to this corrupt gang of thieves.

River meander is caused by the combination of erosion and sediment deposit.
Sediment is caused due to massive mining activities. The Casino Ships marooned
along the Panjim are also a cause as it disturbs the flow of water. Man this
Government is not only deaf but blind too! BTW, is there any Law in the Indian
constitution by which one can file a case against Goa Government for the
environmental manslaughter. It could also be rape and molestation or abetment
to rape and molestation of Goa's Forest and beaches?
