In response to the question in the subject line, the correct answer is the month of May (as in may be regarding anything to do with Goa, nothing is definite till the money runs out for bribes). The year will be 2189 or so. We will all be dead by then and there will be no Goans living in Goa but Panjim will be a smart city while corruption continues to run rampant.
