Do you not wish each time you read this column that Delhi was Belgaum and
Mumbai was Anmod? That way Goa would have saved crores of your precious tax
money because it would cost that much less to fly our new rulers, if Delhi
and Mumbai were just around the corner. Perhaps it would have been even
better if Goa were Greater NOIDA (a wee bit outside Delhi) instead, and
therefore your politicians would simply have to drive the short distance to
Delhi. But then, Mumbai would still be a great distance away. Moral of the
lesson: it is going to be a lose, lose situation, always. They just cannot
resist the temptation to fly.

but I thought Goa's Flying Circus deserves to be classified like banks

Gold and Platinum. Mauvin Godinho, as time will tell you sooner or later and
because of his being born again, could however easily move into this lofty
(pun intended) category.

First you had the Brahmins and the rest of us, fisherfolk, toddy tappers,
bahujan samaj, gawdas (the way it was spelt even differed!) Then suddenly
some of us (get me?) got categorized as scheduled tribes, whatever. Then,
apart from some politicians still jostling to be the leader of the scheduled
tirbes, we went from to rich and poor. Okay, the Congress calls us (poor) *aam
aadmi *and derivates off that. Keep that bit out of this discussion. Times
have changed, it's no longer the caste factor. Today's class society are
those who managed to retain their dark or the darkest of dark glass car
panes which is banned in many metros, and so you have the *janta *who cannot
call their fav MLA which is why they got their expensive films peeled off
rudely unlike those for whom an MLA is just a mobile call away. And ofcourse
what happens in Ponda, Quepem, Cancona, does not matter, what the hell,
after all we are Panjim-centric, aren't we? Then you have non-Goans who can
build on sand dunes even, like Baga's Calypso, who did his thingamajig on
the beach, so close to the sea, you could throw stones in to it even if you
were arthritic or had a hip replacement. If you have been reading this

The eerie quiet at Molly Malone's cannot be explained only by the early
arrival of the monsoon in Goa this year. Just a handful of people are
huddled at the bar in the sprawling Irish pub on Calangute beach in Goa. The
conversation is subdued, tables lie vacant, the staff appear listless, and
the music has stopped.

The world has shifted on its axis, said a British retiree who wanted to be
identified only as Hillary. There's a great sadness now. People are
bewildered and upset.

Hillary is typical of those Britons whose commitment to Goa extends beyond
its four-month tourist season in winter. During the last decade they have
come in significant numbers, bought property, sometimes set up small
businesses, and started a new life, entranced by Goa's beaches and the
unique Indo-Latin charm of the coastal villages. Now their tropical idyll is
under threat.

Disappointment

Goa has an estimated 3,000 long-term foreign residents. At least a third own
apartments and villas but a combination of complicated rules and poor advice
has left many foreign homeowners without proper sale deeds. They now face a
wide-ranging investigation initiated by the state government and India's
central banking authority into the purchase of property with foreign funds.

People are dazed, there's a huge feeling of anger and disappointment, said
Hillary, who retired from her job with a multinational and moved to Goa with
her husband three years ago. They invested £30,000 in an apartment, and
spent thousands more doing it up. If their purchase is declared illegal,
they stand to lose everything. Many British residents are in the same
predicament.

We're devastated to find that somehow we have gone foul of the rules, said
a retired professional from London who did not want his name published for
fear of facing visa problems. In 2005, he purchased a newly built
Portuguese-style villa for £80,000. My wife and I didn't just land here and
buy a house, he said. We spoke to advocates, to builders, even to local
politicians, and they all said the same - you can buy after you establish
local residency.

The danger signals for foreign property owners first appeared two years ago
with the launch of a popular movement against the sale of vast tracts of
land to big Indian developers. Goans were incensed by what they saw as the
wholesale takeover of their culturally distinct enclave by outsiders. Soon
the resentment was directed towards foreigners, especially after it became
known that a Russian investor had bought many acres of paddy fields to build
a resort.

Tracy, an auxiliary nurse from Devon, and her husband moved to Goa in 2004,
and in 2005 they bought a villa from a local developer. We're happy here,
and we would like to stay if the government lets us, she said. Goa is a
nice tropical place - the weather is good, the people are friendly, the food
is inexpensive, and we're able to live a nice quiet life. But now there's
all this uncertainty.

Dayanand Narvekar, Goa's law minister, acknowledged that foreign buyers were
misguided by some people, but said that even under English law ignorance
is no excuse.

But, he said, unlike Russians, who bought agricultural land resulting in
a hue and cry, in 99% of cases involving the British these are simple
purchases of apartments. I personally feel we should take a sympathetic view
and not touch these properties.

But the panic has forced the British high commission to act. We have raised
the issue both at state and national level, said a spokesman. We would be
very concerned if there were to be any question of property acquired legally
by British citizens being expropriated through the retrospective application
of any new legislation.

Alongside terrorism and crime alerts, the high commission's website now has
a warning about buying property in Goa.

Visa problems

Goa's British residents also feel that getting or renewing an Indian visa
has become much more difficult since the UK government reversed its visa
policy towards highly skilled migrants from India two years ago. New Delhi,
they believe, is playing tit for tat. They've got us like a puppet on a
string, said Tracy. My whole life depends on my visa. But if you have a
British passport, at best you get a one-year visa. And to get it renewed
you've to keep flying back to London, and beg on bended knees. Even then
they make you feel you've done something wrong.

The British community in Goa is still trying to recover from the shock of
the rape and murder of 15-year-old Devon teenager Scarlett Keeling in
February.

I know there's nastiness and corruption in every society, but this goes
beyond that, said Hillary. This was evil. And evil strips away every
vestige of Goa being a jolly place. When something like that happens you

[Goanet] Don't be over eager to emigrate to USA

With the high gas prices, the poor and other classes are having a difficult 
time in the USA.  I hope from the titles of your thread and your 
story-web-link, people do not emigrate to USA to be on food stamps.
 
Difficult situations make people innovative.  In our town, Good Hope that 
provides food to the poor, this year is giving them a potted tomato plant.  I 
think this is a great idea.  It teaches the poor the skill of growing, and they 
stand to indiviudally benefit from, and the benefit is directly propotinal to, 
their own efforts.  Likely these people (mostly unemployed and mentally 
handicapped) have all the time on their hands to take good care to make a 
productive tomato plant.
 
However, growing ones own food should not be a hobby for only the poor. Over 
the weekend, a Filipino physician friend told us how her father, now retired in 
Florida, has on a small plot of land, grown most to the fruit plants of the 
Philippines (similar to the ones we grow in Goa and more).

I must thank Gabe for trying to help reduce immigrants
to the US.  Unfortunately, there are still hundreds of
thousands pouring in every year because they a) don't
read the NY Times, and b) they know what the US is
like far better than Gabe and the NY Times do.

If not, wouldn't most of them return or leave after
they saw the country for themselves???

To put things in perspective, the US has more ILLEGAL
immigrants that the entire population of Australia.

I always suggest that people unfamiliar with the US
come and see what it is like for themselves and why so
many immigrants continue to pour in, wating years to
come in legally and many who cannot wait, illegally.

Good analysis of income and expenditure of Goa - hope you will not be
branded as pro-BJP!! 

I say this because Gujarat Chief Minister at a public meeting said almost
the same thing reciting what Gujarat contributes and what Gujarat get from
Center. He is also on record that he does not need any funding from Central
Government and that Gujarat can stand on it's own.

Has any politician or for that matter any chief minister of Goa ever said
this.no my dear . no. It requires guts and courage to say so. Okay by this
very stand of C. M. of Gujarat.will our present C. M. of Goa will dare say
this?? Of course after checking with what Philip Thomas wrote on prevailing
economic figures quoted by him.

For planning purposes, Goa does have to be viewed as an open system not as
a hermetically closed one. For this it is necessary to draw up a statement
of exchange transactions between Goa and the rest of the world (esp the
Centre). A kind of Balance of Transactions. On the outgoing side you could
have export receipts, tourism receipts, direct and indirect tax generation
etc. On the incoming side the share of taxes, Finance and Planning
Commission allocations, other budgetary allocations etc as well as things
like energy supply and so on. It would clearly show whether Goa was
dependent or a net contributor. If it is the latter then Goa would be within
its rights to thump tables to get its fair share of commensurate
benefits.[Self]

According to some newspaper reports, in 2006-07, Goa's Central Excise was Rs
725 crores; Customs Duty was Rs 522 crores; and Income Tax stood at Rs 1458
crores. The funds generated under these heads total approximately Rs 2700
crores.
Goa's share in taxes was placed at Rs 300 crores. Central grants under Plan
head was Rs 88 crores; Plan budget of the state is Rs 1500 crores of which
half was in the form of loan which required onerous servicing.

On the face of it, the gap between income and outgo is nearly Rs 1000
crores. The state's own tax collection (from CST, VAT, luxury tax, entry tax
etc) is about Rs 1000 crores annually. (Goa charges a stiff 25% or more on
aviation turbine fuel ATF a substantial source of funds given the exploding
growth of traffic at Dabolim).

Meanwhile, notionally, annual foreign exchange receipts from tourism add up
to about Rs 1000 crores and from iron ore exports Rs 4600 crores (though
this is not confirmed by the CSE report on mining elsewhere on goanet).
Remittances from NRGs are unknown though India as a whole is a top recipient
of foreign exchange under this head (of remittances).  It is not known how
the state can take credit for these amounts in an era of no foreign exchange
shortages. But the effects of the first two on the environment  are very
real and the third may be too due to construction activities which tourism
also contributes to.

Lastly, Goa does not generate any electricity except in a marginal way. It
has to depend on the national grid for its requirements of about 400 MW
which may not be sufficient nowadays to the tune of about 50 MW. Though
electricity is comparatively cheap (for consumers) the less said about its
quality (due to poor TD, theft etc) the better.

We will pursue the open systems perspective on Goa  (triggered by the Arun
Sinha column) as and when more information becomes available.

Sinha's propaganda piece. No one who is aware of the current ground reality
in Goa could have fallen for it.Regards,George 

This may be the sole contribution of the discursive piece by FN. The rest of
the confusing post is practically a case of overkill in professional
(journo) one-upmanship. He seems to have been unable to resist the
temptation to flog the dead horse to kingdom come. Quite unbecoming of a
veteran goanetter.  It is likely to spawn even greater excesses by

1. Is there place to walk on beach?
2. Is there good sleep with mosquitoes  singing all night long?
3. Is someone guiding me or preparing or bringing..pau/bhaji, Pezz, Fish, 
Cocount Water, Moira Bananas, green salad at home?  My baile have taught me to 
eat bhelpuri, pizza, kfc, pepsi, foreign chocolates, french fries, chips, and 
drink more glasses of COP, smoke imported brands...
4. Is there any well water where some excercise and good water available? we 
are happy with the water flowing from the rusted pipe lines...
5. Is there good breeze when multistorey buildings blocking it and hill cutting 
only causing grave enviornment and health dangers...
6. Is there any field rice available? I can see only basmati rice
...
so much for now u pls add up all others.

PANAJI: Goan adults are far more overweight than other Indians and this is 
causing a serious concern among health professionals. And when it comes to 
being obese, Goan women outdo the men. The percentage of women who are 
overweight or obese is 27, much higher than the all India figure of 14.8%. The 
men are not far behind though, with 20.8% of Goan men being obese or 
overweight, again higher than the all India percentage of 12.1. This has been 
revealed by the Health Intelligence Bureau report, 2007, of the Directorate of 
Health Services. The year of reference for the data is 2005-06 and it reveals 
the nutritional status of adults (age 15 to 49). Obesity is a growing disease 
among Goans. It is a silent killer, said Dr Digambar Naik from Vrundavan 
Hospital, Mapusa. Naik added that 60% of the patients above the age of 40 who 
come to the hospital are obese, with a body mass index (BMI) of more than 30. 
Abdominal obesity is a problem in Goa and about one-third of the adult popul
 ation is obese, said Dr Rufino Monteiro from Vintage Hospital, Panaji.

The figures given by Lionel Messias on the opulent indulgence of the
Ministers by way of their food, drink and air fare bills are a constant
source of amazement to me.
Take for example : dinner for an ambassador (unnamed) Cidade de Goa
Rs98,332. How much can one eat ? How much can one drink? Is there no
limitation on expenditure? Will some netter enlighten me?
Isn't there an audit department which is supposed to raise all kind of
queries and objections?
In comparison, schools face mandatory government Audits every few years. Woe
betide the school that overspends a few thousand rupees on much needed
school equipment. The wrath of the whole Education Department descends on
the erring school and the money is summarily recovered from further grants.
In this day and age, a school head is not even allowed to spend  two hundred
rupees a month for giving visitors a cup of tea and two biscuits.
When there are people starving in India and even in Goa, when DSS does not
reach the needy, when villages cry for better roads, water supply,
electricity, such wasteful and ostentatious expenditure is a crime
perpertrated on the people of Goa.

Cut The Fat! Call For Takeaway Labelling

Fans of curry have been warned that more than a whole day's worth of
saturated fat can be hidden in a single Indian takeaway meal.

Curry: high in saturated fat

An average portion from an Indian takeout was found to contain a
whopping 23.2g of saturated fat - the type that raises the risk of
heart disease if eaten in excess.

Nutritionists recommend that women to eat no more than 20g of
saturated fat in one day, while men may eat up to 30g.

Researchers from consumer organisation Which? also tested Chinese food
and pizza from takeaways for their fat, sugar and calorie content.

In comparison to the Indian food, the Chinese takeaways had lower
saturated fat content but contained nearly three times as much sugar -
in one Which? portion there was over 19 teaspoons.

Takeaways aren't legally required to tell customers the nutritional
breakdown of their food - so people may not know if there are
low-calorie or low-salt options available.

For example, Indian takeaway fans may not be aware that naan bread
contains more calories, weight for weight, than chicken tikka masala,
according to the meals Which tested.

Some pizza chains, such as Pizza Hut and Domino's, do voluntarily give
nutritional information on their websites.

However, in one case the details differed substantially to Which?'s
results - the four Domino's cheese and tomato pizzas tested had at
least 50% more fat per 100g than the website stated.

Which? editor Neil Fowler said: We don't want to be killjoys when it
comes to takeaways, everyone's entitled to enjoy a treat while they're
watching the footy or a movie, but we would like people to be aware of
just how much of their daily food intake comes in just one meal.

A day's worth of fat or sugar shouldn't be ignored!

Unlike at the supermarket, it's almost impossible to work out the
nutritional content of a takeaway.

Highlighting healthier options is useful, but ultimately we want
consumers to have much clearer information about fat, sugar and salt
levels.

He was Secretary of BCCI and President from 1946-47 to 1950-51. A
supporter of the Mumbai Pentangular cricket, he came round to the
view that it was communal cricket, and was instrumental in
founding and popularising the Ranji trophy.

The Wikipedia entry would seem to need some correction. Could it
be that D'Mello tried to pass himself off as an Anglo because of
the benefits this would confer during colonial times?

Tony is, of course, right.  I had mooted the idea of
a PIL.  A friend reminds me that there is a precedent
at the Centre where, some years ago, a President's 
entourage on foreign jaunts was severely pruned
following a successful PIL ruling.

But don't count on anyone here.  You will be in 
this alone.  Should you initiate efforts in that 
direction, expending your own time  money, brace 
yourself for lots of useless advice, and the din 
of the usual vacuous noise-makers.  The resident 
cut  paste maestro will accuse you of secretly 
conspiring to bring BJP back to power, the resident 
dissenter will dissent from behind her gates of

 I too have been staggered and disgusted at the size
of hospiality expenses claimed by Ministers in Goa.
But this may not be too different from substantial
claims made by UK politicians for themselves while
asking the public to economise on things like
essential postage for official purposes or not to
flush the toilet too often! 

Fortunately, all claims by politicians in the UK are
now being scrutinised thoroughly and their perks
reconsidered. This has been much influnced by the
'anger' displayed, particularly in the popular tabloid
press. While I do not claim to give people in Goa any
advice, I hope this info will be useful there to
consider the need for firm scrutiny and reduction in
the size of politicians' expense claims. The local
daily papers could help greatly in this respect if
they do not do so already.

will not be renewed until Shri shrikant Barve, their Secretary cleared of
all charges by All India Chess Federation who has been suspended from all
chess activities pending enquiry.

Till then there should not be any correspondence with TCA.

Our Secretary had paid affiliation cheque in April. We have a receipt dt May
12 2008.
In between GSCA had atleast 4 Ex. Meetings. But only when we asked some
confiramtion of holding chess tournament they acted with out verifying
whether Shrikant Barve is part of TCA, who had resigned on May 20 on receipt
of Show Cause Notce from AICF.

The statement by Shri Purushothaman that he was canceling his trip, after
receiving calls from delegates of the AICF, saddened us. Instead of
offering us their support, the AICF wants to sabotage the activities of
T.C.A.. As you are aware, some of the best young Indian chess players
including double world U-8 Gold medalist Ivana Furtado
were groomed at T.C.A.

As a member of the Goa State Chess Association, we request you to take up
the matter at every forum available to stop this disgraceful attempt of the
AICF to stall the progress of Goan chess. Kindly place this matter on the
agenda of the forthcoming Executive body as well as General Body of G.S.C.A.
We would specially like the President of G.S.C.A Mr. Sameer Salgaonkar who
is also Vice-President of A.I.C.F. to use his influence to counter the
sinister designs of the A.I.C.F.

To add to Tony's  Cornel's posts, it may be also adviseable for the department 
who scrutinises the accounts  receipts of the MPs to also delve a little 
deeper and question where the extra dosh comes from when there are Mining or 
Development interests .. which some MP's I am led to believe appear 
to either own, or are directors / etc of these firms.
   
  If earned legally, the fine they can own up to it and inform their 
constituency they have interests in these areas, if not then they ought to be 
penalised (financially as well as losing their jobs, possibly jail depending on 
the legality or illegality of the mining  whether permission was gained 
legally or by bribes etc for the development projects being just two areas 
currently decimating Goa  Goan interests).
   
  As for UK, when the tabloids or the media in general find that any MP has 
misbehaved or been indulging a little too much in the trough, they are named 
and shamed.  The leader of the party has to take note, or lose the next 
election, so the person found to be guilty or associated to anyone or related 
to anyone who is guilty or found to be guilty, has extended leave to spend more 
time with his family, in other words, he is sacked.  
   
  Lesser indulgences by those at the top of the food chain usually get 
gardening leave, which is out of the public year for a year or two, then 
return at some point in the future.
   
  MPs salaries compared to the Blue Chip companies bosses are a pittance, but 
to us on the lower rungs of the ladder, its a massive amount, but in reality 
you have to be public-minded  want to do good for your fellow-man/woman to be 
an MP.  Its a thankless job, it does not last long, unless you are really loved 
by your constituency so they vote you in again and again.
   
  But overall, the money they get is not anywhere like the Euro MP's who have 
been feeding from the trough, not to mention those who are also bringing their 
family members onto the gravy train! This has been going on since it all began 
way back when, and it aint gonna change.  All the UK old guard who are no 
longer MPs in the UK or not in the public eye every week or even by the month 
are chomping their way into obesity, in size of the bank accounts to their 
waist lines - and there is nothing we can do about it!
   
  As Cornel says, its not up to us to advise the Goan government or indeed the 
Indian Government on how to run its show, but since the Law  other 
institutions were modelled from the Brits and made into India's own system, 
perhaps it would not hurt if a Parliamentary Scrutiny Committee could be formed 
to investigate ALL MP's and (especially) local councillors, taking action when 
the media or individual supplies information on those who are stealing by 
stealth, as well as those who are raping Goa!
   
  And if anyone knows of a committee already formed to do this work, then we 
ought to ask whether this committee ought to be disbanded  allow the Prime 
Minister to take personal responsibility for ALL the members of the Parliament,

Hi Gabe
 Thanks for your excerpt. I agree with the views
expressed, the gist of which emphasises the need for
non-whites at executive level re the television media.
However, I wonder if the fact that Greater London has
some 10% of the population who are non white leads to
their greater general representation on the screen.
When in the north of the country, the TV there appears
to have fewer non whites. That having been said, at a
World Goa Day meet in London, where I did a ten minute
requested presentation a fortnight ago, among other
things, I bemoaned the fact that we are yet to have a
single Goan presenter on TV news when we have dozens
of non Goan Indians doing an excellent job.

Finally in today's Guardian on page 23 there is a
whole page splash, but probably not in too much depth,
on the situation foreigners are finding for themselves
regarding their properties in Goa.

Maybe it is true that Anthony de Mello was Anglo-Indian though I and may 
thought he was Goan. Wikipeadia story stands till someone contradicts it.
Remember Mellville de Mello, the radio commentator, who was known for his 
running commentary of Republic Day parades? He was Anglo-Indian.
Karachi Goans may be able to verify Anthony's origin.

Sesa Goa mining company now owned by British multinational Vedanta way back on 
24th June 2004 even after four years action to remove the same is yet to be 
taken. Here is the Text of the letter as it is addreesed to the Dy. Collector  
SDO, Sub Division, Bicholim-Goa with subject Complaint against M/s Sesa Goa  
Co:

This Office is in receipt of a complaint received from Shri Hanumant C. Parab  
others agaisnt M/s Sesa Goa  Company in respect of Sy. No. 24/11 of village 
Pissurlem Satari Taluka.

After the receipt of said complaints inquiry was conducted through the Talathi 
of Pissurlem saza and as per the report of the Talathi, the property surveyed 
under Sy.No.24/11 is recorded in the name of Govt. of Goa, Daman  Diu and 
Shamba Govind Sinai Pissurlekar, Anusuyabai Anant Pissurlekar and Purushotam 
Sindu Kailo Devidas.

That though the said property is recorded in the name of Govt. of Goa and three 
others, the said property is not partitioned by metes and bound, and the share

Short of running a matrimonial agency and a motorcycle-pilot
taxi service, the BJP in Goa, it seems, wants to get into
almost everything. Earlier in June 2008, newspaper reports
announced that the BJP has plans to set up and register 500
NGOs.

The BJP NGO's cell national co-convenor was in town. The
party has big plans, it seems. Well and good; but what are
its implications? What's there in common there between a
power-seeking political party and an organisation which is,
theoretically at least, meant to work without keeping profit
in mind?

Significantly, there hasn't been much debate on this issue.
Nobody bothered too much.

Moira-based Goa Suraj Party's Floriano Lobo, one of those to
speak out on it, voiced intrigue over the announcement. He
commented wryly: Wow!  So many NGOs at one go?  The BJP must
get into the Guinness Book of World Records.

Lobo added in a comment, When the BJP comes back to power in
Goa, it will hopefully desist from giving each and every one
of the 500 NGOs a fat monetary grant each year, thus
scrapping the bottom of the public exchequer pot which the
Congress has emptied already.

But is this an issue of numbers alone? Pointing to the 500
goal, Lobo asked, in passing, whether there are actually so
many issues in Goa waiting to be battled over.

So are we missing the point? The problem with the BJP is that
it's a party which is not content with being a political
party. It wants to take on larger than life roles. In this,
it does injustice to itself and the people of Goa, in whose
name it speaks, either as the Opposition or ruling party.

Take a look at the BJP's record during its past term in
office here. For reasons it well understands, the BJP worked
overtime to specially spread its influence in fields like
education. Look not just at its own party-men and RSS
affiliates who have been raised to the level of prominent,
prize-winning educationists. But see the way it also handed
over government property to thinly-disguised Sangh affiliates
in the guise of a lack of students for Marathi primary
schools, and doled out MPLAD (Member of Parliament Local Area
Development) money to schools run by the extended sangh family.

As if this was not enough, the BJP went about working to
control the media. Not satisfied with having pliable
journalists and publications at its beck and call -- a luxury
that any ruling party has, but mostly bought with bribes not
ideology -- it went about setting up its own organs in the
media in Goa too.

Another crucial pillar of control that the BJP made no bones
about wanting to control was the police. Using the argument
that the cops were short-staffed, the BJP packed its own
supporters into uniform. We know the results have been
negative when it comes to raising efficiency, or tackling
corruption, as dramatically brought home by the Scarlett
Keeling case.

Likewise, the BJP has gone about spreading its stranglehold
to decide who controls Goa's vegetable trade, at what prices
essential commodities should be sold, and such activities
which clearly fall beyond the domain of party politics.

Why can't Goa's main Opposition party just be that -- a
political party? From its own affiliated student unions, to
trade unions it controls, the BJP wants more.

Not that the BJP's interest in controlling and manipulating
NGOs is new. BJP's Goa NGO cell convenor Dr Dattaram Dessai
has been active in the anti-Nylon 6,6 agitation at Keri,
Ponda. With the fairly open involvement of saffron politics
in the agitation, it seems, at least one can avoid the label
of being anti-national, as faced by those protesting the
Konkan Railway.

One significant part of the infighting within the GBA can be
laid at the door of Goa's main Opposition party and its
ideological allies. Already, the BJP's party-men have
interest in the anti-tobacco campaign. Isn't it strange that
it was during the BJP rule in Goa itself that NGOs here came
under the most fire? Today, the BJP's policy seems to be one
of 'if you can't beat them, you might as well join them.'

That every citizen will have political views of their own and
vote at election time is a given. Nothing unexpected about
that. That some citizens, who are active in NGOs, will have
strong political views, is also understandable. Even not
voting at election time is a political position in itself.
But for a party to want to control and decide the direction
of civil society is indeed a unhealthy trend in itself.

In its eagerness to extend its hegemony over society, the
party is making the mistake of blurring the checks and
balances that can work to control each other.

For one, the party risks to bring under a cloud the
credentials of NGOs as a whole. Such organisations, already
under criticism for other reasons, could be seen as the
cats-paw of their political masters.

Creation of 500 NGOs in Goa by the saffron forces, as expected 
panic buttons pressed by Frederick Noronha in Herald today. This 
pronouncement has set this lefty-journalist into high alert mode. 
The SEZs, mega-housing projects, Food Parks, IT Parks are not 
at all of interest to him. What is very interesting is the cock-eyed 
opinion about political groups cornering NGO space. As if to say 
that present NGOs are better then political parties. Political mischief 
seems limited to only one party in this country. It does not seem 
to apply to West Bengal and Kerala where the  powers have 
infiltrated every civil society group and where intolerance to any 
form of opposition prevails. On reading the views by Frederick it 
appears that the BJP is the only political party that is trying to 
infiltrate the civil society world. He has desperately forgotten all 
the controls in the Mahila Mandals, SHGs and other GONGOs 
by the Congress party. The difference is that some things are 
done under the table while others are done in public view. Some 
developments are under acute surveillance while others are 
swept under the carpet.


 When will journalism be fair in Goa? Journalists have been 
running smear campaigns against some citizen's initiatives 
just to promote the interests of a certain lobby. The 
Goa People's Assembly was a classic case of conspiracy by 
journalists known to have leanings to certain groups having 
a soft-corner to certain builders and politicians. Another 
glaring lie, which has also figured in Frederick's writing, is the 
theory being floated that the rumblings in GBA were plotted 
by the saffron lobby. The failure of GBA is there for all to see 
and the forces choking GBA to protect the interests of a political 
lobby are well known to the public. But suprisingly not to 
some mainstream journalists who wear the garb of being 
unbiased. They hobnob with a particular section sponsored 
by a prominent builder just to ensure that their puppet 
in control of GBA is not destabilised.  Some journalists need 
to look at the log in their own eye before they set out to 
remove the spec from the other's eye.

I woke up this morning to read that Britain would be
hit by gale-winds of upto 60 miles per hour. Looking
through the windows onto the garden that forms part of
the gated-community I live in, all seemed blissfully
calm. This, I realised is why the middle-class the
world over, huddle together and cloister in gated
communities. I took my daughter out and played ball,
secure in the knowledge that no ill could come to our
corner of paradise.

Alexio Sequeira who has been Power Minister for the last year has candidly
agreed that Goa's 40 year old power lines are in bad shape and a lot of work
has to be done to bring solace to the Aam Aadmi suffering from power
disruptions.
We all know what Mauvin Godinho did as Power Minister. But one is appalled
that in the over seven long uninterrupted years as Power Minister Mr.
Digambar Kamat took us for a ride in reassuring us time and again that all
was getting well on the power front while guaranteeing that power failures
would be a thing of the past.

flourished and the sport became very popular.
In 1979 a few Indian sports enthusiasts formed the United Goans Football

it controls all Expatriates Indians Football activities in Kuwait. In the

to amaze me. But now I am even more amazed to see that such
disconnected mental thought processes has permeated not only to the
American people but to some of those of Goan origin also.

My God ! Encouraging mentally handicapped and unemployed people to
grow tomatoes in order to hone their growing skills with a view to
alleviating their poverty is an idea that must surely be reflective of
the bankruptcy of thought of some Americans. Those whom God wishes to
destroy, he makes mad first would apply not to the mentally
challenged but to those that have such bizarre solutions for them.

Gilbert how about diverting all those billions of dollars your
Government is spending on futile wars and occupations in Iraq and
Afghanistan which would be more than sufficient to completely
eradicate poverty in your entire country and enough to provide free
quality education to those gangsters and drug dealers that crowd your
cities, so that they become productive members of society and
hopefully own enough land to grow some tomatoes.

A COMMUNITY OF WEALTH

In 222 Goan villages, during the month of May, small lines crawl at
the Comunidade offices. Goan men, meekly like sheep to slaughter,
awaiting their jono. Some years, this distribution, the wealth of the
land, is merely a hundred rupees. It's not about the money they say.
It's about being the descendants of the original inhabitants of the
land. As in Garcia Marquez' famed novel A Hundred Years of Solitude,
the Comunidades or Gaunkary of Goa, were the first settlers who tamed
the land and created our villages.  With love. With pride. With
responsibility. With justice. Above all, with integrity.

The word COMUNIDADE is a Portuguese appellation for GAUNKARY. A
Gaunkary means an indigenous ancient association as a community of
villagers and represented by men from the first settlers or
inhabitants of Goa inter alia with inherited common contractual
responsibility in a given locality. Rules were made to be obeyed and
to carry out common duties / obligations in order to promote their own
welfare and that constituted its society or Gaunponn.

So sacred was the governance of these private village lands that even
the Portuguese did not undo nor violate the natural life of the
Gaunkary system. Realising that the 222 villages had an enviable
administration in place, the Portuguese colonizers honoured the
Gaunkary system under the law providing a Codigo das Comunidades.
All that changed in 1961; further abused in 1968.

Today it is almost romantic to imagine the workings and honesty of the
Gaunkarys. In a world exploding with greed, corruption, illegal
behaviour and casual disrespect for any law, the Gaunkary system
appears the only answer to save Goa from ruin.

Imagine a Goa where honest villagers mark out land for farming and
animal husbandry.  As per Gaunkary laws they marked out grazing areas
for cattle, maintained village dams (bunds) along rivers and settled
disputes. In this ideal village life, spaces were marked for places of
worship, graveyards and crematoriums. New areas were brought under
cultivation. All this was done without much help from the rulers, yet
contributing a share to the king. As kingdoms rose and fell over
thousands of years, what stayed was the continuity of the villages.

It is a shame that the Government of India, in direct violation of the
charter of rights of indigenous peoples, as set down by the United
Nations imposed rules of land and administration on the Goan people in
the 222 Comunidade villages of Goa. What was obviously an
unintentional but flamed transition of Portuguese to Indian law must
now be rectified. We Goans cannot blame any single person as this was
an unusual event for its time. In this cultural genocide and
ethnocide, Goans lost their voice and courage; confused in large part
emotionally, wondering if they were being anti-national. There are
many issues at stake in the legal reinstitution of the Comunidades of
Goa. Top of the list are the administrators and politicians, at both
state and national level, who want control and power, thereby
completely ignoring the thousands of years of Gaunkary system in the
Deccan and Konkan coast. Within villages, personal greed has polluted
village minds to rob them of a birth right.  Corrupt Comunidade clerks
contort rules. Even Comunidade members are unaware of their rules.
Some succumb to illegalities.

New settlers do not want to accept the Gaunkary system because they
wrongly believe that the system is based on a male dominated lineage
which outsiders cannot be a part of. While the former is true, the
latter is not. Comunidades have accepted into their Gaunkary list,
people who contribute to the village. In the past, specialized labour,
skilled artisans, educationists and persons of contributing value to
the village have been added to the Comunidade.

What is special about the Gaunkary system is the ancient form of
respect for both man and environment. For me it is a unique trait in a
Goa that is suffering presently from ethnocide due to imposed Central
rules and a rapid population growth. Hopefully, one day soon India and
Goans will realize the truth and support the Comunidades of Goa.  For

Herman D'Souza are optimistic about the Comunidade system. More power
to them and to Goans, in Goa, and worldwide, who support the cause.
Our ancestors formed our villages. With passion, love for the land and

those intentions. It is our duty to honour and perpetuate the
honourable intentions of our ancestors. It is time to repay their
honour. With dignity and love. It is time to revive the Comunidades of
Goa to their rightful glory.

houses with either incomplete or forged deeds, these Britons now run the
real risk of being dispossessed of their homes.

 

In many cases they were acquired as retirement homes, after great
forethought and deliberation, with their life savings.

 

“These unfortunate Brits are caught in the crossfire between greedy
politicians and equally rapacious property developers” said a 48-year old
Indian business woman currently building a house in south Goa who, fearful
of consequences, declined to be named. 

 

Top Indian real estate corporations, she added had invested heavily-some
putting in over Rs 20 billion (£250 million)-into Goa as its profile as a
tranquil home-owning and holiday destination grew exponentially over the
past decade.

 

Goa’s law minister Dayanand Narvekar conceded that overseas property buyers
in Goa had been misguided” by locals but added that “ignorance” of the law
even in Britain, was no excuse for wrongdoing.

I wish you had not joined Gilbert by dys-calling these
individuals,mentally handicapped.

BTW: Growing tomatoes (and other garden vegetables) is known to do
more for the disavdantaged than mere 'alleviation of proverty'. Inter
alia, it provides them with a sense of responsibility, a space for
reflection, and the feeling of achievement when they see the fruit of
their labour.

All these contribute to their sense of purpose for living in this
world where the really mentally disabled folks are the pompous ones
who beat their chests and show off that They are the Best.

Perhaps those ones need some extra large pots to grow some extra
large-headed tomatoes.

Contaminated water in Panjim TapsSorry state of affairs in Panjim...the capitol 
city...having three dailies published from there and a weekly and being the 
home to Goa's mighty...Imagine getting limited water supply and the very little 
you get is contiminated...there is definately a health scare in Panjim 
constituency.Till date the saviours of Goa have still not commented on it. 
Why?Panjim, once most beautiful, is today competing with Margao and Vasco to 
the title of the most dirtiest cidades of Goa.It shows that when the leader of 
the constituency is busy persuing toppling agendas...the people are 
suffering...I wish the contiminated water samples are ably photographed and

Why blame only the politicians? Are our activitsts any better? 
Who has given anyone the license to make unsubstantiated 
allegations and baseless accusations about the intentions of 
other groups/organisations and initiatives in the state of Goa?  

What I have questioned below about the Aldeia de Goa is the STRATEGY of the 
two organisations. Soter, who harps on legal advice and guidance, would perhaps 
like to advise the legal Counsel of Plaintiffs in the case, PMCA and GF. 

I was not involved in the GGRM activity beyond saying a few words of 
encouragement at the Dando-Benaulim meeting on 12 May, 2008. Soter was a star 
speaker at Calangute on 25 May and Rajan Parrikar screened the Rape of Goa at 
that meeting. I was in the audience. Soter is[was?] also an official part of 
the CSJP; I am not. So what exactly has Soter done for the GGRM. He knows where 
the three fingers and one thumb of his point while accusing me. If he cannot 
see it, perhaps he can use a mirror. ;-)

Soter has a different take than GGRM on the value of assistance I rendered in 
regards to the vacation of ex parte Stay Orders by the DIRECTOR OF PANCHAYATS 
against VILLAGE PANCHAYATS  ...akin to cutting one's nose in spite of the face! 
Perhaps, he has not read the newspapers while celebrating Sao Joao.

And Soter is the only person who refused to speak [as he had agreed earlier] 
when Sharmila Naik of Advalpal invited him to speak in support of Seby 
Rodrigues at a meeting organised by GAKUVED at Tristao Braganza Cunha Memorial 
Hall on 23 June. Perhaps, my assistance to the organisers [as a consulting 
Master of Confusion or MC] spoilt the mood of the Panchayat stalwart. He later 
told Seby that he did not assosiate with ELITE groups. That is something to 
hear about GAKUVED [that operates on a shoe-string budget] from a person who 
had the GPA meet in and AC hall of Hotel Mandovi!

I said it and say it again, that the people of Goa need to 
be more careful about white collared social activists who 
masquerade as the sole possessors of the Eternal Truth and 
Eternal Wisdom. They only keep the unsuspecting people 
of Goa in

Hema Sardessai, the famous singer, on Monday evening threatened to go on a 
fast unto death if her demand for special status to Goa was not met, and 
said that in case she was killed to silence her then everybody would know 
whom to blame. She demanded special status for Goa whereby land can only be 
sold to locals. She sought an acunbendable law wherein there would be 
absolutely no conversion of Goan hills, fields and beach land into 
settlement zones. She also wanted all migrant labour stopped from voting in 
the state and setting up of transit camp for them so as to stop promotion of 
slums and vote banks.Hema is the only Indian singer to win the grand prix at 
the 16th International Pop Song Festival in Germany and the only female 
singer other than Lata Mangeshkar to perform at the 50th Independence Day 
celebrations. Another of her demands was that gram sabhas be empowered to 
take decisions on land selling and keeping vigil on land sharks, 
topographical destruction and selling of communidade land by the government.


I, request our Goan brothers and sisters to kindly support her in every 
possible manner and keep the fight continue till the very end. Do not vote 
to all the 40 thieves whom you'll have already chosen earlier for Goa 
Assembly in future.  Choose only those leaders who can give a honest fight 
for Goan.

Today, when I opened the NT,  I took my time to go through your write-up
twice over which made up my mind to respond to this piece, as I normally do,
when I either like what you have to say or do not like it. In this case it
was both. 
 
You say Central government investments in infrastructure and quantum growth
in mining, industry and tourism and the satellite enterprises contributed
significantly to the high indices of income, literacy and health that Goa
today is famous for. 
 
I say that  what you must realize is that the Central Government has drained
Goa's income to the tune of hundreds of thousands of crores and has handed
out a pittance for the maintenance of Goa. If onlly one half quarter of the
same was used on Goa, without it lining the pockets of the mine owners and
dirty politicians, Goa would be paved with 24 carat gold.  The Portuguese
had done the same but they had given Goa the 'Law and Order' and had
instilled in the psyche of Goans a thing or two about being 'humane' and
'responsible' The Portuguese had,  in all those 450 years of rule, respected
Goa's unique and indegenous  'Agro-Institutions' called the COMUNIDADES. But
the Indian take-over took all that away in just one tenth of that time and
instead brought in the pestilence that we see prevailing in Goa, more
specifically what you see from your office window, today.

PANAJI: The Goa government has decided to withdraw the stop work order 
issued to the notified SEZ developers in January 2008. This was revealed to 
the Goa bench of the Bombay high court on Wednesday by the state government 
counsel during a hearing on a petition filed by K Raheja Corp Pvt Ltd, an 
SEZ developer.


In another development, the court directed Goa Industrial Development 
Corporation not to take any further steps on the show-cause notice issued by 
them in June 2008 to Peninsula Pharma Research Center Pvt Ltd to stop work.


Arguing on behalf of Raheja, Ravi Kadam pointed out that since the central 
government has notified these industries as SEZs, the state government had 
no power to interfere or issue any orders to stop work within a SEZ notified 
area.


Appearing for the government, Rajiv Kumar contended that though it is the 
central government that notifies SEZs, the land is acquired by the state 
government and so state laws will apply to SEZs.


Rejecting the argument of the government counsel, the high court inquired 
whether the state government intends to withdraw the stop work order served 
upon the petitioner as they had no powers under the SEZ Act to interfere in 
decisions of the central government. The state government counsel then 
informed the court that the government is withdrawing the stop work order.


Taking up another petition filed by Peninsula Pharma challenging the show 
cause notice issued by GIDC, the high court restrained GIDC from taking 
further steps in the matter. The notice was issued to Peninsula Pharma to 
stop further work in the SEZ area.
