In the matter of Mhadei water dispute, Karnataka Bar Association has taken
a stand that Goa cannot be accepted as a "State ". Without prejudice to
Goa's claim of water, legal arguments need attention.

1. Goa did not follow the necessary requirements for granting statehood.
2. Number of MLAs in Goa is less than  60 & each assembly constituency has
less than needed average voters.
3. States are created under article 170 of the Constitution.  Goa did not
fit in that criteria.
4. Goa has 40  MLA s. Each constituency must have minimum 2 lakh & Maximum
5  lakh voters. Karnataka has more than 2 lakh voters each. Maharashtra,
UP, Gujarat, TN each have near to 5 lakh voters.
5. Creation of Goa state is against Constitution of India
6. Therefore, any political or judicial dispute with Goa is against
Constitution of India.

January 16 is the Feast Day of Saint Joseph Vaz (Patron Saint of the 
Archdiocese of Goa and Daman) .., let us remember and celebrate the struggle 
St. Joseph Vaz led in Sri Lanka for freedom of religion and worship. 

Joseph Vaz was a missionary born on 21 April 1651 in Goa, India. He died on 16 
January 1711 in Kandy, present day Sri Lanka. He was an Oratorian missionary 
priest. He arrived in Sri Lanka (formerly known as Ceylon) during the Dutch 
occupation. The Dutch had expelled the Portuguese who had introduced 
Catholicism to Sri Lankan. The Dutch then went on to impose Calvinism as the 
official religion in Sri Lanka. Father Vaz traveled throughout Sri Lanka, 
bringing the Eucharist and Sacraments to clandestine groups of Catholics. He 
would sometimes disguise himself as a beggar in order to facilitate his 
mission. Later, he founded a shelter in the Kingdom of Kandy where he 
intensified his missionary work of ministering to both the minority Tamil and 
Sinhalese ethnic groups. By the time of his death, he had managed to rebuild 
the Catholic Church in Sri Lanka. He was beatified by Pope Saint John Paul II 
on 21 January 1995, in the Sri Lankan capital, Colombo, and canonized there by 
Pope Francis on
14 January 2015.

The Part-Time Glory Makers

  What was it about the Kenyan coastal capital that
  produced the largest number of male and female
  track athletes, among them the greatest Goan
  athlete of all time: the 1962 Commonwealth Games
  double sprint gold medalist Seraphino Antao? There
  has never been a Goan or East African sprinter of
  his ilk again.

Was it the sea air, the fresh fish curry and rice (the Goan
national staple diet), an abundant array of fruit, fresh
young delicious coconuts that continue to live in the memory
of those who tasted them, was it the club: the Mombasa Goan
Institute, was it the girls and boys Goan schools, was it the
soft beach sands of Mombasa, or was it the genius of coach
Ray Batchelor that was responsible for as many as five or six
stunning male sprinters (Albert Castanha, Joe Faria, Jack
Fernandes, Antao, Pascal) which molded into the finest sprint
relay teams had ever seen and remained so for a long time,
three female sprinters, a couple of middle distance
specialists, a large number of soccer and hockey players
(four or five who played for Kenya), one of whom, Albert
Castanha, played international football and hockey for Kenya
and was on the verge of Olympic selection as a sprinter but
sadly fell short at the last moment? Was it the fact that
they all banded together and formed the wonderful Achilles
Athletics Club under Ray Batchelor and dragged each other
beyond the individual limits of achievement?

Or was it just the nature of the things? It was a time before
television and there was little or nothing of interest on the
radio but carrying on doing the leisure things that had won
their hearts as young school children was the natural thing
to do?

Again, what set Antao apart from his compatriots? Was it the
rivalry amongst them? Did they spur each other on?

Albert Castanha had dominated Antao and the others for many
years before Antao took off on his own towards gold medal
glory. Once he achieved his impossible dream, he was the
toast of the international track world. If only he had
dragged the other Goan sprinters with him, what a wonderful
world that might have been!

Similarly, what was it about the mild temperate climate in
Nairobi at an elevation of 5,889 feet above the sea level?
Was it the dust, from the murram fields the young players
practised on, the Dr Ribeiro Goan School which produced all
of the Goan Olympians born in Kenya and some from outside
Kenya or was school coach and teacher Anthony De Souza the
factor? Many will swear that it was really De Souza's
coaching skills, honed on his own experiences of playing for
the Lusitanians in Bombay and other parts of India that made
the difference. Others will say it was his caring and kind
but firm attitude coupled with his experience as a hockey
player at the top layer of the game that made the difference.
Whatever it was, it meant that at least a dozen or more
players were selected for and played in the Olympics Games.
Yet others represented Kenyan in internationals both at home
and away. Only three players from the coast were Olympians
and a few others were capped for Kenya.

Seraphino Antao

At school, he mainly played soccer like everyone else. Then
one day his cousin Effie Antao asked him to come and take
part in the annual East African Railways and Harbours
athletics carnival. Seraphino ran barefoot and easily won the
100 yards and the 200 yards. A future star was unearthed that
day.

That was in 1956 and within a few months he had equaled the
Kenya records for both sprints, a modest 10 seconds for the
100 yards. Much later he actually broke the world record for
the 200 yards but that was ruled out because of wind
assistance.

Later, in 1957, be broke the Kenya records for the sprints
and continued to improve upon them in the ensuing years.

He improved in the 100 yards to 9.7 and improved even more
after first tasting international competition in the 1958
Empire Games (a pre-cursor to the modern Commonwealth Games).

 At the Rome Olympics in 1960, he reached the
 semi-finals of the 100 metres and the second round
 of the 200 metres. In the first heats of the 100
 metres, he had easily beaten Armin Harry clocking
 10.5. However, Harry went on to win the semi-finals
 and the Gold Medal. Seraphino finished sixth in his
 semi-final but he was delighted with his
 performances in both sprints.

The American *Jet* magazine, in its edition of July, 12 1962,
reported: "African runner ties 100-yard dash record: During
an international track and field meeting in Dublin, Ireland,
Seraphino Antao of Kenya, East Africa, clocked a new world
record tying for the 100-yard dash time of 9.2 seconds to win
the event by more than eight yards over his nearest
competitor. However, the time will not be sanctioned because
of the nine mile per hour trailing wind rule."

The arrangements at  the new venue Church O.L Health, Sancoale  are well
thought of leaving nothing to chance  or to be imagined. It  is an
excellent, complete comfortable set up for the faithful  to be immersed in
spiritual exercise. The arrangements are on the lines of the feast of St
Francis Xavier. . The area is vast,. scenic open providing for  all
necessary preparations. Ample parking for two  and four wheelers, traffic
police,  security guard and checking are in place , There are only ,
 necessary stalls for convenience of the faithful. Religious articles,
refreshment and the area is fortunately not commercialized, drinking water
facility, medical and emergency facility, information counter, broadcasting
of services, huge pandal and beautifully decorated stage for the religious
services, There are  meaningful posters  depicting his messages,  all
around greeting the visitors as they enter the venue, important dates in
his life , his letter of bondage is prominently displayed Systematic
arrangement for veneration of the statue of the saint along with the relic.
It is only Diocese with financial , man power resources and experience
which could undertake successfully such a responsibility on an
unprecedented massive scale and for the first time, . Services at different
times, both morning and evening in various languages,  are provided  on the
similar lines of St Xaviers Feast celebration. There were pilgrimages by
different churches on all days  accompanied with their parishioners  .
Looked like and gave the impression as if it was the repeat of second feast
of St Xavier`s   On the feast  day 16 January 2018,a galaxy of Bishops from
neighbouring areas are participating in Eucharistic celebration, adding
spiritual grandeur to the occasion. A mass is planned at the oratory on the
feast day

The church venue  is historically significant, because it is here that he
signed in blood the letter of bondage  to B.V.M and used to visit on foot
 very often. It is also recorded that the main door of the Church  had
opened automatically on  one of his night visit. The place was abandoned,
the village shifted to the other  extreme end due to scourge of
plague/small fox, Presently  the surroundings  are inhabited in a large way
and the place is coming to life once again.

It was indeed  a wise decision ,considering the area available,
accessibility by road, for teeming   multitudes in the first year itself
 to be accommodated comfortably.

Those  who emotionally tried to resist the change at the start,  quoting
traditions will now realize and reconcile in good spirit that it was indeed
a right move in the best interest of the faithful and historical
relevance.  The Church of Our Lady of Health built in sixteen century is in
complete  ruins , except for  the front façade  that stands in its
magnificent glory, a reminder of its glorious past. It may be the right
intention to rebuilt the church someday in near the future to revive the
past historical traditions  and dedicate it in honour of the patron  saint
of  Goan  origin

The feast of St Xavier`s is Celebrated in old Goa on a grand scale on 3
December, but  on the same day , at the same time celebrations are also
held at Velim , Batpal, Fradilem, Navelim without raising any controversy
or conflict of interest. The Novenas, celebrations planned at Oratory can
go on simultaneously without disrupting the celebrations at new venue, but
in a spirit of understanding, reconciliation not  a sign of disagreement,
or rebellion. The only  question being that both the venues are in close
proximity of each other and are likely to raise eyebrows of dissent. In
times to come the new place will attain great spiritual revival and
naturally a Church will be built in honour of St Joseph Vaz as the most
befitting memorial. Those that have eyes to see and ears to hear will vouch
for the good  and reasonable initiative. Necessitated with present and
future needs. St Joseph, we pray enlighten our minds and hearts to accept
the reality and practical wisdom of our our authorities

First of all, I think this is just a blatant attempt to distract attention
and polarise people once over again, even as the government of the day
currently faces a number of scams and embarrassment -- right from judges
fighting each other at the Supreme Court, to a national database (Aadhaar)
being stolen and sold for a few hundred rupees, the economy doing badly,
Quioxit decisions like demonetisation affecting many, and the complex (and
at times extortionate) GST or goods and services tax cutting sharply into
the small businesses.

Roland, I think you're just speaking with the benefit of hindsight. After
1947 and 1961 (in Goa's case, evacuee property), very few would have had a
clue as to what policies the governments of New Delhi and Rawalpindi would
take in the months ahead. Besides, when they fled their land (sometimes due
to violence), most probably thought they would be returning.

In Goa's case, it was all the more complex, because the region had been
annexed and there was no free choice over the division of population, as
was the case between India and Pakistan.

If I understand right, the Enemy/Evacuee Property laws are based on the
laws that colonial Britain implemented against German citizens during World
War I!

Anyway, something which could polarise everyone is good to distract public
opinion. Really.

Goa  Opinion Poll/referendum



It is the victory of the opinion poll that has protected the identity of

Goa. The MGP by its very nomenclature, which remains unchanged up to date,

its philosophy and policy, was to merge Goa into Maharashtra. MGP had

myopic view about the intended benefit that would accrue to the liberated

Goa. Goan masses by and large after liberation were new to the democratic

process and were lead by new leaders,  in whom they reposed their absolute

trust . It was the  unpleasant ,personal experience of their MGP leader,
how he was accommodated in a dormitory and treated lightly, when he went
for a

discussion on merger issue. This incident rattled him seriously, but the

previous commitment could not be abandoned all the same. Hence they worked

vigorously to fulfill their promises to the voters.



The United Goans party was split right down the middle on the issue of

opinion poll, which was untested approach to settle the separate identity

.Dr Loyola and others felt that a fresh problem would arise later about

separate state and hence the opinion poll should address issue of separate
state

and taking such a risk was suicidal in the opinion of Dr Loyola. History

showed that  his wisdom was correct, as Goans had to fight once again for a

separate state and then the language and that took many more years. The

Rising sun party was the offshoot of the differences and disagreement on
the poll .If we lost the opinion poll, it would have been a monumental
disastrous blunder

in history, with no opportunity for rethink. Besides Jawaharlal Nehru had

solemnly assured to maintain the separate identity of Goa. Many politicians

have been turn coats changing parties for personal benefits, even ditching

the parent MGP in their new avatar. They are enjoying the fruits and

position and power to day, only because the opinion poll was fortunately a

success. Many a unsung hero fought a tough battle to win the poll, Dr Jack
Sequeira and others thus became the proponents of opinion

poll and later came to be designated as the father of the opinion poll.

Every one irrespective of their difference on opinion poll worked

diligently for its success. The protests against large number of
deputationists from  Maharashtra also antagonized the Goans and galvanised
them against the

official intruders. .The role of Sabu Dessai from Cuncolim with his joyti ,

who single handily, dared courageously to enter the heartland and bastion

of MGP stronghold and thus created a tremendous impact demolishing

religious barriers. The voters in the South Goa and Daman and Diu tilted

the balance. It is wrong to attribute the success of the poll to any

religious or linguistic minority. The enthusiasm of faring every eligible

voter, sick and paralysed to the booth was a selfless, determined effort and

so also vigilance in guarding rigorously any attempt at the bogus voting.

It is ludicrous and pitiful that those who were not even born, or had any
role

or participated in this movement seem to wax eloquent on the success of

the poll. Our present leaders, who had very little to contribute themselves

personally due to their age are speaking shamelessly with unlimited
authority. Those who fought against separate identity or indirectly worked
for merger are today assume the role of saviours of Goan identity and
enjoying the fruits of labour of others









The opinion poll should  have been be a day of celebration at the State
level and not

merely confined to the organising functions by the Congress party alone
Referendum took place on 16-01-1967. It should have been reflected into
History books and audio visual aids for the awareness, knowledge of the
youth. Unfortunately the Congress, when in saddle never thought of it
seriously, to claim now, support installing of statue of Dr Sequeira and it
is hypocritical  The congress has lost precious years to make their point
in favour, The GFP is taking itself forward capitalizing on the emotive
issue .Their support now is not lost on Goans

, When out of power the Congress stalwarts expect the present Govt, to give
due

 importance to  significance of the opinion poll. The BJP is an piquant
situation having to lean heavily on the shoulders of GFP, calling the
shots. The complete ignoring of the historical significance of O.P by the
Congress was in bad taste, Congress when in power could not even raise an
official monument to the memory of Dr Jack Sequeira, whom they adore and
glorify, as the father of opinion poll,

merely for political mileage. They have not progressed in 51 years beyond

celebrations, which they  took to the constituencies, for the

first time to spread awareness. It is only some private individual efforts

that  immortalise the memory and contribution of Dr Sequeira.



The present politicians in and out of power must realise that it is the

success of opinion poll, which enables them to enjoy the fruits of being

Goa a separate state, for

Note the word ‘encumbrances’ in the context of “properties without encumbrances 
may be auctioned off”.

Well, all that the previous owners had to do before they left, was to give 
their ownership to relatives or friends. Then the Govt of India’s Custodian of 
Enemy Property would never have gotten their grubby hands on it.

properties in Goa have already been informally ‘expropriated’ by their Indian 
relatives. 

I am sure that where the sole owner of the property in Goa has continued to 
settle in Pakistan after partition the Goa Govt will soon find a way of 
declaring that ‘Enemy Property’ eventually having it go the way of communidade 
lands, if they have not already done so.

Why blame the Govt alone when the average citizen has learned how to grab 
property not their own.

other leaders toiled relentlessly to save Goa’s Asmitai. But on 11th March
last year in that very shameful late night political Zagor that Goa
witnessed at a five star Hotel in Panaji, the quartet led by Vijai Sardesai
sold Goa’s remaining Asmitai in their sheer greed for Power and Money.


For having overnight betrayed the people of Goa, this quartet will never be
forgiven but will have to bear the brunt of being cursed even by
posterity.


Tomorrow even if he kneels and begs for forgiveness, Vijai Sardesai’s
presence will only desecrate that solemn Lohia Maidan in Margao.

Reading the article, I am bit surprised that the writer feels Zulema's "counsel 
could turn the tide" for women's hockey in Goa." Many have tried before and the 
women players also took the services of Herculano Dourado, a hockey player and 
later an MLA.
Don't now the situation now except that a new joint association, for men and 
women, called Goans Hockey, formed in 2009, is looking after the game. 
If this body lacks the expertise than an expert must be found from outside the 
state.

Ref: Navhind Times dated 15th Jan 2018 title " DONT OPPOSE MOBILE TOWERS IT
IS PART OF DIGITIZATION: DHAVALIKAR

This mail I am forwarding to our Minister of PWD Mr.Sudin  Dhavalikar who
seems to be having no knowledge of the radiations of Cell Towers and he
insists that the towers must come up as it is a part of digitization. He
tells people not to oppose Mobile Towers.
I thought I should forward a link sent to me by you from Arthur Firstenberg
 Questions and Answers so that Dhavalikar
probably get himself educated on this issue which affects thousands of
people of this country and Goa being a small place it is going to be a
disaster if prevention is not taken by the Government of Goa.
If anybody is interested I can provide your ( Prof Girish Kumar)
Newsletters as well as the link from Artur in detail.
Request all the newspapers of this state to make wide publicity about the
dangers of Cell Towers radiations.

PS: In Goa's case, it is not "Enemy" Property, but "Evacuee" Property. I
wondered why the film The Enemy, Konkani, talks about the former name but
not the latter. Guess that would be too close to truth, and probably
politically incorrect too!

  What was it about the Kenyan coastal capital that
  produced the largest number of male and female
  track athletes, among them the greatest Goan
  athlete of all time: the 1962 Commonwealth Games
  double sprint gold medalist Seraphino Antao? There
  has never been a Goan or East African sprinter of
  his ilk again.

Was it the sea air, the fresh fish curry and rice (the Goan
national staple diet), an abundant array of fruit, fresh
young delicious coconuts that continue to live in the memory
of those who tasted them, was it the club: the Mombasa Goan
Institute, was it the girls and boys Goan schools, was it the
soft beach sands of Mombasa, or was it the genius of coach
Ray Batchelor that was responsible for as many as five or six
stunning male sprinters (Albert Castanha, Joe Faria, Jack
Fernandes, Antao, Pascal) which molded into the finest sprint
relay teams had ever seen and remained so for a long time,
three female sprinters, a couple of middle distance
specialists, a large number of soccer and hockey players
(four or five who played for Kenya), one of whom, Albert
Castanha, played international football and hockey for Kenya
and was on the verge of Olympic selection as a sprinter but
sadly fell short at the last moment? Was it the fact that
they all banded together and formed the wonderful Achilles
Athletics Club under Ray Batchelor and dragged each other
beyond the individual limits of achievement?

Or was it just the nature of the things? It was a time before
television and there was little or nothing of interest on the
radio but carrying on doing the leisure things that had won
their hearts as young school children was the natural thing
to do?

Again, what set Antao apart from his compatriots? Was it the
rivalry amongst them? Did they spur each other on?

Albert Castanha had dominated Antao and the others for many
years before Antao took off on his own towards gold medal
glory. Once he achieved his impossible dream, he was the
toast of the international track world. If only he had
dragged the other Goan sprinters with him, what a wonderful
world that might have been!

Similarly, what was it about the mild temperate climate in
Nairobi at an elevation of 5,889 feet above the sea level?
Was it the dust, from the murram fields the young players
practised on, the Dr Ribeiro Goan School which produced all
of the Goan Olympians born in Kenya and some from outside
Kenya or was school coach and teacher Anthony De Souza the
factor? Many will swear that it was really De Souza's
coaching skills, honed on his own experiences of playing for
the Lusitanians in Bombay and other parts of India that made
the difference. Others will say it was his caring and kind
but firm attitude coupled with his experience as a hockey
player at the top layer of the game that made the difference.
Whatever it was, it meant that at least a dozen or more
players were selected for and played in the Olympics Games.
Yet others represented Kenyan in internationals both at home
and away. Only three players from the coast were Olympians
and a few others were capped for Kenya.

Seraphino Antao

At school, he mainly played soccer like everyone else. Then
one day his cousin Effie Antao asked him to come and take
part in the annual East African Railways and Harbours
athletics carnival. Seraphino ran barefoot and easily won the
100 yards and the 200 yards. A future star was unearthed that
day.

That was in 1956 and within a few months he had equaled the
Kenya records for both sprints, a modest 10 seconds for the
100 yards. Much later he actually broke the world record for
the 200 yards but that was ruled out because of wind
assistance.

Later, in 1957, be broke the Kenya records for the sprints
and continued to improve upon them in the ensuing years.

He improved in the 100 yards to 9.7 and improved even more
after first tasting international competition in the 1958
Empire Games (a pre-cursor to the modern Commonwealth Games).

 At the Rome Olympics in 1960, he reached the
 semi-finals of the 100 metres and the second round
 of the 200 metres. In the first heats of the 100
 metres, he had easily beaten Armin Harry clocking
 10.5. However, Harry went on to win the semi-finals
 and the Gold Medal. Seraphino finished sixth in his
 semi-final but he was delighted with his
 performances in both sprints.

The American *Jet* magazine, in its edition of July, 12 1962,
reported: "African runner ties 100-yard dash record: During
an international track and field meeting in Dublin, Ireland,
Seraphino Antao of Kenya, East Africa, clocked a new world
record tying for the 100-yard dash time of 9.2 seconds to win
the event by more than eight yards over his nearest
competitor. However, the time will not be sanctioned because
of the nine mile per hour trailing wind rule."
