provided the GFP with an opportunity to galvanize Goans, The BJP is in
catch 22 situation. Opposing will result in avoidable back lash and
supporting will send signal of impotency, antagonize coalition parterres
and even lead to collapse of Govt in power. What better option then to
avoid back breaking moments then to surrender to  imagined back pain,
Bravo, for wriggling out of situation before hearing the threat to revolt
and pass a motion of stalling statue of father of opinion poll MGP, even
though they have changed the prefix M, the leopard cannot change its  spots
how true. What guts they display to utter that Goan identity is maintained
The margin of win was provided by the south voters as statistics will show

This week, another remarkable chapter in India’s distinguished
diplomatic record in the Middle East is being written by Narendra
Modi. With considerable glitz and deftness, the Indian prime minister
is hosting his counterpart Benjamin Netanyahu on a six-day trip to
India that follows the Indian leader’s own July 2017 visit to Israel.
This is one of the most heavily touted relationships on the global
stage at the moment. As the august 100-year-old Tel Aviv-based
newspaper Haaretz put it a couple of days ago, “As far as the
bonhomie, bromance and public display of affection are concerned, Modi
and Netanyahu deserve Academy Awards for their incredible
performances. We are likely to see more such performances in the days
to come.”

The skill in Modi’s high wire act becomes most apparent when you zoom
away from the personal embrace of Netanyahu to take in what else India
is doing in the region. Just a few weeks ago, despite intense pressure
from the USA’s Nikki Haley, it voted alongside the majority at the
United Nations to strongly censure American president Donald Trump’s
unilateral move to shift his country’s embassy to disputed Jerusalem.
Within hours, the Palestinian ambassador to India confirmed that
Narendra Modi would be visiting his country (the official Indian
position is to refer to Palestine and not “the Palestinian Authority”)
in 2018. This underlined the Indian minister for external affairs
Sushma Swaraj’s statement in September that “for independent India,
support for the Palestinian cause has been [an integral] reference
point of its foreign policy.”

This administration has also meticulously maintained India’s
longstanding ties to Iran, which has fast emerged Netanyahu’s
overwhelming foreign policy obsession. In 2016, prime minister Modi
visited Tehran to sign a complicated raft of agreements with the
Iranian leader Hassan Rouhani, including a crucial tripartite deal
(along with Afghanistan) to develop the Chahabar Port that will allow
India direct access to Central Asia. In a similar manner, India’s
much-maligned (often with good reason) foreign policy establishment
has cleverly managed to keep excellent relations with all the varied
allies and opponents of the Arab world, including those forces lined
up with Saudi Arabia, which is fast emerging as regional rival and
counterpoint to Iran.

While India has ancient ties with most of these countries, as well as
diplomatic connections dating back to the immediate aftermath of
decolonization after World War II, the official relationship with
Israel turns only 25 this year. As Haaretz aptly summarized it, “India
- Israel relations aren't clouded by sentimentality. Both the
countries have always engaged with each other and formed diplomatic
alliances based on their own self-interest - diplomatically terming it
as 'politically independent decisions.' To pretend that India-Israel
diplomatic engagement is symbolic of a "marriage made in heaven" is
nothing but smooth-tongued flattery. If at all it does constitutes a
‘marriage’, the only kind it points to would be an ‘open marriage.”

The backbone of the relationship is the arms trade. “India’s inability
to build an efficient and robust indigenous defense manufacturing
capability, partly due to its corrupt and dysfunctional bureaucracy,
meant that it continued to be the world’s largest arms importer…almost
40 percent of India’s weapons are either obsolete or obsolescent.
Given this, New Delhi has a desperate need to upgrade India’s weapons.
This makes India a wonderfully lucrative market for Israel. Nearly
half of Israel’s arms exports end up in India…If a Federation of
Indian Chambers of Commerce and Industry study, predicting the
Government of India is likely to spend $620 billion in buying weapons
between 2014 and 2022, turns out to be true, Israel, with a major
chunk of the pie, would indeed strike gold.”

Here, it should be noted that Netanyahu is managing a similarly
impressive diplomatic dance in India’s neighborhood, even as Modi
keeps his country in all of the Middle Eastern countries good books.
Israel’s biggest trading partner in Asia – by far – is actually China.
Before the Israeli prime minister referred to the connection with his
Indian counterpart as “a marriage made in heaven” he’d used that exact
same phrase when meeting the Chinese premier Xi Jinping, further
exhorting his new friend to “assume his rightful place on the world
stage” claiming for himself  the status of “perfect junior partner.”
These are not comments that align with India’s interests, nor the
Israeli’s wholehearted embrace of the problematic 'One Belt One Road’
plan by China to spend hundreds of billions of dollars and cement
itself at the centre of the world’s trading routes of the future.

The Goa Government is clearly in rank Contempt of Court for not having yet
registered an F.I.R against Goa’s former Inspector General of Police Sunil
Garg in the bribery case against him.


The Panaji Additional Sessions Court on 8th of January had ordered the Anti
Corruption Branch (ACB) to register the FIR against Sunil Garg for having
allegedly demanded and accepted a bribe of 5.5 lakh rupees to register an
FIR on a complaint filed by a Vasco Businessman.


It is ten long days and in rank defiance of the Court’s directives, the
F.I.R has not been yet registered by the ACB which is dragging its feet
giving the pretext that the file has been sent for Government’s approval.
Once the Court directs the registering of an F.I.R, there is no question of
government approval whatsoever and the Police are duty bound to register
the F.I.R immediately.


Soon after the complaint was filed against Sunil Garg, to shield him from
facing the law he was by an order dated 1st October 2016 swiftly
transferred to Delhi and is presently posted in Arunachal Pradesh. Sunil
Garg who is known to be a Yes-man officer is very close to the BJP enjoys
the patronage of Chief Minister Manohar Parrikar.


But Chief Secretary Dharmendra Sharma and DGP Dr Muktesh Chander are
answerable to the people of Goa as to how the rule of law is very
high-handedly being derailed to shield Sunil Garg. This is yet another
example that the independence of the executive and the Police is in peril
wherein the law enforcers have been acting as caged parrots at the diktats
of the political masters. The Chief Secretary and the DGP are a big
disappointment and have let down the people of Goa by miserably failing to
uphold the Rule of Law.

Mr Aires Rodrigues you have put it down so correctly. Many Goans abroad would 
love to settle down in Goa but basic requirements like power, water and the 
difficulties of getting cooking gas and other bare necessities prove to be a 
major deterrent. I have witnessed daily electricity cuts in the hot summer 
months in Anjuna. Permission for rampant constructions all over including the 
fields and hills are given to people without proper infrastructure.

To make Goa an attractive destination, there is also a crying need for better 
educational institutions and  proper hospitals. I would dread the thought of 
ever getting sick and requiring medical help.

An elderly friend of mine living in USA spent 10 years trying to build a house 
on his own land and the difficulties he encountered with the local government 
bodies made him eventually desist from going ahead with the project. The local 
people also have become very arrogant and difficult. Their only aim is to grab 
property. People are spending their life's earnings in court. As such the legal 
profession is the most lucrative one. Bribery and corruption rules the roost. I 
feel at times the government, by all the afore described means is dissuading 
real Goans settled abroad from returning to their land and forcing them to sell 
off their holdings.

DIDIER JOSE DE MELO (Didi). Call sign VU2DM. First HAM
radio operator in the post-Portuguese era in Goa (1962).
Husband of Sonia de Melo, father of JeanPaul/Sumi and
Simone-Marie/Aneil. Son of late Martinho/late Maria
Pia de Melo. Brother of Coleta/Vasco Figueiredo, Eugenio/
Teresa Sa e Melo and John de Melo.
Funeral cortege will leave his residence Case Eugenio
de Melo at 3 pm on Friday, Jan 19, 2018 to St Inez
Church. Long-time Goanetter, a helpful and friendly soul.
Lived in the heart of Panjim, opposite Samrat-Ashok theatre
in a home visible due to the radio antennas on its roof.

Nehru University, New Delhi. Of Monte Hill, Margao. Also
ex-Professor of St Xavier's College, Mumbai. A person who you
would recall if you met even only fleetingly. Pased away and
interred in New Delhi. Eucharistic Celebration held in Margao
on Jan 13. Widely remembered by students and colleagues.

Professor Edward Rodrigues: Graceful Withering Away of a
Blooming Flower: Professor Avijit Pathak pays homage to his
colleague and friend—a great pedagogue filled with passionate
ideas, critical thinking and zeal for life. [Prof. Avijit
Pathak teaches at the Centre for the Study of Social Systems,
Jawaharlal Nehru University, New Delhi.]

  On December 13, 2017 Professor Edward Rodrigues
  allowed his soul to leave his physical body, and
  become one with the eternal void. He was my
  colleague, but most importantly, he was a friend I
  trusted and revered. It was in 1979 that I met him
  at JNU, and we began our academic journey together
  as MA sociology students. His critical thinking,
  intellectual vibrancy and intense courage moved me.
  Yes, there were occasions when we differed and
  disagreed. Possibly our lifestyles and even
  political beliefs were strikingly different. Yet,
  what was amazing was that we liked each other
  tremendously. While I continued to pursue my
  doctoral work in JNU, he chose to join St. Xavier's
  College in Mumbai as a young faculty.

  Teaching was in his blood; ideas used to possess
  him, and he loved debates and dialogues. No wonder,
  he emerged as a charismatic teacher. We used to
  hear many stories about him--his critical pedagogy,
  his passionate lectures, and his constant
  engagement with his students. Eventually, in 1990 I
  joined my own university as a faculty. And then,
  through a set of brilliant students he nurtured in
  his college and who joined our university as MA
  students, I evolved yet another kind of
  relationship with him. I realized what a teacher
  could do; I felt the intensity of the
  teacher-taught relationship, the beauty of engaged
  pedagogy. My friend became a source of inspiration
  for me.

  He left the college after creating a generation of
  sensitive and mature students, joined the
  University of Mumbai, and eventually in 2013, he
  came back to JNU as our colleague. He loved this
  place, its pluralism, its political vibrancy, and
  its critical traditions.

  It was not surprising that within a couple of
  months, he emerged as one of the most revered
  teachers in the JNU circuit; students were
  fascinated by his engaged teaching; and political
  activists loved his passionate argumentations. Once
  again, I witnessed his three qualities.

  First, his rigorous reading and his deep engagement
  with Marxism, Dalit studies, critical theory,
  cultural studies and educational philosophies took
  him to a high level of intellectual sophistication.
  Second, his commitment to students was truly
  remarkable. He would work on each student, think of
  his or her academic development, reading culture
  and writing style. He expected hard work from his
  students.

  At times, because of this rigor in his personality,
  he was seen to be very 'hard', 'tough' and
  'demanding'. However, I feel that from deep inside
  he was like a soft flower. He was a man with an
  ethic of care. He always thought of the students
  coming from the marginalized sections; he was
  always ready to work with them. And third, he was
  honest, bold and straight forward. Diplomacy was
  not his cup of tea. This independence was his
  creative surplus. No fixed political dogma could
