TO FUND MOPA: The Airports Authority of India appears to be keen on setting
up a 'Greenfield' airport at Mopa in the near future, as is apparent by the
recent implementation of a new surcharge for air travelers. AAI has
instituted a Rs.500 surcharge on all domestic flights in an attempt to raise
the estimated Rs.56,400 crore required to develop six major airport projects
including Navi Mumbai, Nagpur, Hyderabad, Kannur and Kanpur, besides Mopa.
The surcharge will be called the Advanced Development Fee. (Reuven Proenca

GOVT ANNOUNCES GOA'S IT POLICY: The State government on Tuesday announced
the long overdue Information Technology policy, which besides several sops
to the IT industry, also focuses on streamlining the administration through
e-governance. (H)

RESERVOIRS CAN'T MEET MARGAO'S NEEDS: PWD:  Despite the existence of 10
water reservoirs in the commercial town, Margao, the PWD cannot meet the
requirement of 21,000 cubic metres of water within the Margao Municipal

DHAVLIKAR BLAMES INCOMPLETE REPAIR WORK: The PWD Minister, Mr Ramkrishna
Dhavlikar, said that the incomplete repair work on the Selaulim pipeline at
Shirvoi in Quepem taluka was responsible for the bursting of the pipeline on

FLORIDA GOANS VOTE IN US ELECTIONS: Even as the US went to vote yesterday,
Goan families in American state of Florida have refrained from taking a
united stand in favour of either George Bush or John Kerry. When contact by
GT, Ivy D'Costa of the Florida Goa Association said that there were about 80
families registered as members but maintained that the Association was not a
political group and did not subscribe to any particular agenda. (GT)

EFFECTIVE MICRO-ORGANISM TO RECEIVE BOOST: The Green Goa Works chaired by
Wendell Rodricks in co-ordination with Goa Foundation has decided to
popularize Effective Micro-organism in Goa. EM has wide uses - it can be
effectively used in converting house waste into good compost. It is also
used for cleansing home appliances, drains as well as to keep balcony, pets,
cards and offices, according to GGW and Goa Foundation.Costa and Company is
using EM to clean its entire factory as well as to treat the solid waste
that is generated at the factory, it was informed. (H)

WENDELL'S PLAN TO SET UP MUSEUM ON HOLD: Famed fashion designer Wendell
Rodricks on Tuesday reiterated his plans to set up a museum on the history
of Goan clothes in the State in a couple of years. In an informal chat with
reporters, he said his plans had to be put on hold as the State government
was unable to allot him space at the Old Goa Medical College building as
promised. Wendell said he had plans to start the museum to coincide with the
International Film Festival of India.He said that he would open his new
boutique near the Kala Academy at Campal within the next fortnight.
Meanwhile, Wendell has been assigned by Indian cricket skipper Sourav
Ganguly's promotion company to help enhance his personality. (GT)

have gained entry to the International Film Festival of India scheduled to

BEGGARS RISE IN VASCO: The Citizens Forum for Public Consciousness, Vasco,
has expressed their concern over the increasing number of beggars in the
port town. The Forum has stated that the beggars are seen sitting from early
morning through the night on the footpaths in the town and surrounding
areas, especially opposite the Apna Bazaar building and further accused
authorities of turning a Nelson's eye to the nuisance cause to people. (H)

PATHETIC CONDITION OF ROADS: The people of Vasco are angry over the apathy
of the government in taking swift measures to repair the damaged roads of
Vasco. The Murgao Shiv Sena has threatened to launch an agitation including

RESPITE FOR PRISONERS: In what may provide respite for prisoners in the
State of Goa, the Panjim Bench of the Bombay High Court has directed the
government to constitute a Commission to look into the functioning of prison
administration in Goa. The directions were issued in an interim order passed
by the bench of the High Court after it heard a petition moved before it by
Advocate Shanti Fonseca on behalf of a prisoner Richard Rodrigues, who
highlighted various issues pertaining to alleged harassment, discrimination
and corrupt practices on the part of jail officials which prompted him to
file the petition in June this year. (H)

BUDDHADEV WANTS CENTRE TO RECONSIDER GOA AS PERMANENT IFFI VENUE: With the
works for giving final touches to the infra-structure projects for hosting
the IFFI in Panaji in the final stage, some element of uncertainty has
cropped up over Goa remaining as the permanent IFFI venue. The West Bengal
Chief Minister, Mr Buddhadev Bhattacharya, has quoted the Union Minister of
Information and Broadcasting, Mr Jaipal Reddy, telling him that the Centre
would re-consider the decision of Goa being the permanent venue for IFFI.Mr
Bhattacharya opined that Kolkata should also be given opportunity to host

GOVT HOUSING SCHEMES: Tourism Minister Matanhy Saldanha has called for a
thorough study vis-à-vis the implementation of all government housing
schemes to ensure that housing colonies do not turn into slums. Many of the
housing colonies resemble modern slums like in Sancoale. This must be
avoided at all costs to save Goa from disaster, he told Herald on November
2. (H)

MULTIPLEX CONTRACT ISSUE: BJP Goa unit president, Rajendra Arlekar, on
November 2 dared the Congress to file criminal proceedings against Chief
Minister, Manohar Parrikar, in connection with the contract for construction
of the multiplex for the International Film Festival of India. Addressing a
press conference, Arlekar claimed that there was complete transparency in
the dealing with the contractor of the multiplex. He also added that the
project was built on Build, Own, Operate and Transfer basis. (H)

INOX LTD WILL BE OPERATING MULTIPLEX THEATRE: ARLEKAR: The president of the
state unit of the BJP, Mr Rajendra Arlekar said that Inox Limited would be
operating the city multiplex theatre complex on a revenue-sharing basis
until a decision is taken to award this work to another concern through a

PIRATED CDS: In the last two days, three raids were conducted at various
places in Salcete and several pirated CDs and pornographic videos were
seized by police. Three persons were arrested in these raids and later

NAME NEW CONSTITUENCY AS PENHA DE FRANCA: While resolving that their Penha
de Franca panchayat be excluded from the Panjim PDA, residents have also
insisted that Penha de Franca, and not Porvorim, be the name of the proposed
constituency. These resolutions were passed at a recent Gram Sabha of the
Penha de Franca panchayat at the Community Hall, Alto Betim. (H)

SCREEN VISITORS TO OLD GOA: Old Goa Sarpanch Nilkanth P Bhomkar has urged
authorities to order a round the clock police vigil to ensure security in
Old Goa, in view of the fast approaching Exposition from November 21.This
concern has been highlighted by the fact that the Konkan Railway Station -
an easy access to anti-social elements - is located barely a kilometer from

CENTRAL LIBRARY TO BE MOVED: The Directorate of Education has initiated the
process of transferring the Central Library to a new air-conditioned venue,
at Patto Plaza. Presently the premier city library is located in the
Institute Menezes Braganza building. The new venue will help in both, the
preservation of old books as well as documents in the possession of the
library and strengthening the library movement in the State. (NT)
