GOACOM NEWS CLIPPINGS December 20, 2002 EMPLOYMENT SCHEME BY 2004: CM: The Chief Minister, Mr Manohar Parrikar, has said that his government would implement a major scheme 'Freedom from unemployment' within next two years. Mr Parrikar was speaking after unfurling the national tricolour at the state-level function to mark the 41st anniversary of Goa's liberation held at Campal Parade grounds yesterday. 'The freedom from unemployment" would ensure that the students emerging out of schools and colleges did not get frustrated due to lack of employment opportunities in the state. In this connection, the Chief Minister also mentioned that the Cyberage scheme would add to the growth potential of the students in Goa. Mr Parrikar opined that the quality of life still needs to be improved. Efforts in this direction have already been started, he said. He urged the people of Goa to cooperate with the government in the implementation of various schemes to take Goa on new heights of progress and prosperity. The Chief Minister's Police Medals were presented to Dy SP, Mr Jose Allen De Sa, police inspector, Mr S C Tavares, PI, Mr Dinraj Govenkar, PSI (wireless), Mr Dayanand Prabhugaonkar, head constable, Mr Pedro Antonio Fernandes, head constable, Mr Ganapati Bedrekar and constable, Mr Shankar Komarpant. (NT) MORE LIBERATION NEEDED: PALEKAR: Senior Communist leader and veteran trade unionist, Narayan Palekar stated that though Goa has been liberated from the clutches of the Portuguese regime, but it needs yet another liberation from the clutches of communal and saffron forces. Palekar was addressing the Liberation Utsav organised by the World Social Forum at the Azad Maidan on Liberation Day. Citizens groups, trade unions, NGOs, cultural troupes and social organisations took part in the Utsav. Stalls were put by Bailancho Saad, Peaceful Society, Goa Desc, Positive People, Rashtra Seva Dal, Other India Book Stall, Sanatan Sanstha and AITUC (Child Rights' Cell). The Liberation Utsav was attended by renowned Freedom fighters namely Shyamrao Madkaikar, Dada Dessai, Naguesh Karmali, Lybia Lobo Sardessai, Lambert Mascarenhas, Peter Alvares, Prabakhar Sinari, Dr Luiza Pereira, Ravindra Sirsat and Atmaram Sharma and six others from Jammu & Kashmir. Christopher Fonseca of WSF said that the Indian economy is now at the mercy of powerful, international manufacturers and service providers, resulting in the closure of many traditional industries in India. To combat this, Fonseca said, the World Social Forum was formed to ensure that people form the core of all human economic activities throughout the world. (GoaNOW) NO NEED TO PANIC: ISRAELI CONSUL GENERAL: The Israeli Consul General, Dovsegev Steinberg, said that there was no need for panic and that the reports on the attack in Goa were just a general caution issued in the backdrop of attacks of Israeli nationals in Mombassa and Bali. The Consul said that Israel has communicated their concerns about the security of Israeli nationals in the light of the fact that they like to holiday in Goa, a very popular destination for young Israeli tourists. (H) FACING TERROR THREATS: "Independent estimates reveal that there are over 2000 odd Israelis already in Goa. The Tourism department probably do not have a clue to the number of Israeli tourists actually in Goa because most of them stay in cheap accommodations. Moreover, the families in the Northern coastal belt, who hire out rooms to Israelis and other foreign tourists, tend to be very secretive and seldom report their presence to the authorities." (Edit in Herald) PRESERVATION OF PUBLIC DOCUMENTS PLEA: The Panjim Bench of the Bombay High Court has admitted the petition filed by a couple of law students-- Shambhavi Desai and Prasheen Lotlikar of V M Salgaoncar College of Law--praying that important public documents such as those of births and deaths be sent to the archives for scientific and chemical treatment as these documents, especially from the years 1961 to 1970, are currently getting destroyed due to lack of preservation. The petitioners have also stated that the Panjim office of the Sub-Registrar is hopelessly inadequate for storage and preservation of important documents. (H) COMPUTER LITERACY: The Minister for Information Technology, Mr Francisco D'Souza, said that a software technology park will be set up at Dona Paula, for which land has already been acquired, to promote IT sector in the state. Speaking after inaugurating an office of the Software Technology Park of India (STPI) at Capital House, Porvorim, yesterday, Mr D'Souza said Goa is one of the few states in India to achieve tremendous development in the IT sector and expected large investments in this sector in years to come. Just two and a half years of its existence, the body has now got the 7th Chief Executive Officer (CEO) as the month long campaign by the ZP members to transfer the incumbent Cholleti Prabhakar culminated with the shunting of the officer by the government. In Cholleti's place, the government has asked Director of State Lotteries, J B Bhingui to hold additional charge as CEO. Cholleti served as the CEO of the zilla panchayat for little over two months, during which period the members openly demanded his immediate transfer from office. In fact, this demand was made by the members barely a few days after Cholleti took up his new assignment. A monthly meeting of the ZP that followed shortly saw the members cornering the CEO on various counts. This was followed by a signature campaign, which again saw members putting their signature on the dotted line. A memorandum seeking the CEO's transfer was later submitted to the Chief Minister, Manohar Parrikar, who himself had suggested to go for the signature drive for the officer's transfer. The transfer of Cholleti assumes significance given that his predecessor G H Kenaudekar was also removed in a similar fashion by the government. It may be recalled that Kenaudekar was unceremoniously transferred after a section of ZP members led by Chairperson, Seema Sawant. And, like Kenaudekar, Cholleti has also not been been given any posting but is asked to report to the Personnel Department. Incidentally, it was only P M Borkar, who was the first CEO to occupy office and now Director of Panchayats, completed more than a year in office. He served the ZP for one year and four months.His successor, K B Surjuse, did not last long. Within two months of this posting, he was transfered by the government and appointed Sandeep Jacques in his place. Jacques too did continue for too long and was transferred after just 35 days in office. He was succeeded by C J Kamble on December 4 last year, who again was transferred after three months and 10 days in office. When Kenaudekar was posted as the new CEO, an impression was created that at least he would remain in office for at least a year. However, differences soon developed between some members and the CEO over petty issues and the matter reached to the office of Chief Minister, Manohar Parrikar, following which he was transferred and asked to report to the Personnel department. Like three others, Kenaudekar is still awaiting posting. Given below is the list of CEOs and their brief tenures. GOVERNMENT URGED TO INITIATE CRIMINAL PROCEEDINGS AGAINST AAG VILAS THALY The Government of Goa has been urged to institute criminal proceedings against Mr.V.P Thali, Additional Advocate General for the defalcation of Government funds by excess billing and for cheating the Government Treasury and for also breaching the trust that was reposed in him. In a legal notice sent to the Chief Secretary yesterday (Dec 18) Adv. Aires Rodrigues has stated that persons holding high posts should not escape the criminality of their wrongly acts. Adv. Rodrigues has stated that Mr. Vilas Thali, Additional Advocate General, has defrauded public funds deliberately by excessive billing which is very clear from the Affidavit filed by the Government of Goa in the High Court, wherein it has been submitted that the excess amount will be recovered from Mr.Thali. Adv. Rodrigues has further stated that mere recovery of the amount is not sufficient and that a person who causes wrongful loss of public funds by cheating and excessive billing and by way of criminal breach of trust cannot be let out scot free merely because he is the Additional Advocate General. Adv. Rodrigues has stated that on the contrary such a person has to be prosecuted criminally for his fraudulent action and must be made an example so that persons who are paid out of public funds do not make a mockery of the high positions they hold. Adv. Rodrigues has also stated that in view of the disgrace that Mr. Thali has brought on the Office of the Advocate General and considering the seriousness of the matter, it was but proper that the Government should have suo motu instituted criminal proceedings against Mr. Thali for his fraudulent acts. Adv. Rodrigues has stated that the it was improper for the Advocate General and Additional Advocate General to both bill for the same cases and considering the huge amounts billed by the Advocate General and the Additional Advocate General together for the same case in a routine manner it is but necessary that Government should conduct a thorough inquiry as to whether the Advocate General was also a party to the illegalities and caused wrongful loss to the State Exchequer. Adv.
