i want to get my account reinstated

the page show You are not allowed to access this service.when i visit
google code project ,i know i was banned for using Google Code, i'm very
sory for that, i will follow the rules.can you help me recovery ?

i cant access all projext , my googlecode seems  disabled, can
you reactivate it?  i will delete the files in it.
