Ok, i solved the problem by manually building the gwt eclipse (oxygen) 
plugin, then installing new software from the generated zip.

Today the system shows a new message. For example: 
http://storage.googleapis.com/gwt-eclipse-plugin/v3/downloads/repo-3.0.0.zip 


returns:
Anonymous caller does not have storage.objects.get access to 
gwt-eclipse-plugin/v3/downloads/repo-3.0.0.zip.

This does not help. Docs point to the 
http://storage.googleapis.com/gwt-eclipse-plugin/v3/release which is not 
available. Can not install GWT plugin.
