I can only PARTLY answer my own question: in a Chrome window opened via open.window() you can right-click on the title bar and select open in tab. this returns the window to traditional form and exposes the extensions bar. This is an extra step and we'd still love to see if extensions bar can be made visible by default from window.open(). Adding another question to this: How can i get the handler for this opened window? Javascript's window.open() returns a reference to opened window.
