winGRASS binaries are ready and uploaded. GRASS 7.8.3 is currently
available in UbuntuGIS Expr only. I will upload package to UbuntuGIS
Unstable in the next days (need to rebuild also QGIS).

+1 on your scenario 2, with only one possible change: looking at the past, I'm 
not sure it is realistic to wait until March for the x.0.1 release. Probably 
January is more realistic. This would then mean May and September for x.0.2 and 
x.0.3.
