the issue related to missing proj utils is related only to a
standalone installer. In OSGeo4W grass/grass8 packages already have
this dependency defined [1].

All bumped to 8.0.2, so we are good.

=> some kind of a mysterious issue related (very wild guessing) to MS C/C++

I moved anything inactive for more than two weeks to 8.0.2 (both issues and
PRs). I don't think we need to have any discussion to do that.

I also moved to 8.0.2 any PRs with a missing review. 1 PR by MarkusM didn't
have the backport label and looked like material for a future minor release
(moved to 8.2). No PRs remain.

3 issues related to Windows remain (generally, unresolved issues without
blocker label should be moved before release, but perhaps some of these are
solved since there is activity today?).

I tested the installer on my own. Both issues (missing libs +
proj-bin) should be fixed.

releasebranch_8_0 that would backport the fix that just needs to get merged.

However, if there is any chance to get also 
https://github.com/OSGeo/grass/pull/2226 (also a tiny change to fix a 
regression affecting all platforms) merged for 8.0.1, I would really appreciate 
it. But I understand of course if you rather include that in 8.0.2.

we have a pending PR to fix a missing dll issue in winGRASS 8

https://github.com/OSGeo/grass/pull/2204

it is just a packaging issue, so no new RC may be needed, if RC1 is locally 
patched.

installed in Windows with GRASS 8 standalone installer. In the user report,
it seems there was an issue with tags too as he reports that after
installing the standalone the version he gets is 8.0.0dev. See the email

(Anna already asked him to file an issue).

If this is the case, it may become a blocker, IMO.

Under certain circumstances (i.e., offline/sandbox compilation) the
recent 8.0.0 release causes troubles (see
https://github.com/OSGeo/grass/issues/2137).
This has been addressed and fixed since then.

Two blockers are still open (the second we already bumped from 8.0.0
to 8.0.1, not sure if they are blockers at all):

Now, since backports to the future 8.0.2 are piling up (esp. the
ctypes related fix: https://github.com/OSGeo/grass/pull/2079), I would
suggest that we release 8.0.1 asap.

Hence I may prepare 8.0.1RC1 in the next day(s).
Any objections?
