Alright... since I wrote the reply above I now volunteer :-) Maybe
there are more candidates?

I suppose that this needs a formal PSC motion and decision.

For some reason I did not get your reply (as you know this has happened
with other emails too). Markus pointed to the items you sent, but we didn't
make it to discuss them or the discussion deviated into other things; I do
not remember tbh. Apologies

I think the best would be that the students themselves provided us with a
draft news item for the website, so we then use it to show off and call for
donations to grant more of these scholarships/awards. I created 2 twitter
threads when Caitlin and Linda were more or less in the middle of the 2
month period, but I agree we need something else. I have been calling for
help to generate more content, but there have been no answers at all.

No, we did not. Do we need a motion to claim for the money or can I or
anyone else in the PSC write to the board on behalf of the whole PSC and

We got 2 applications, in one case the student never engaged anybody and in
the other the student didn't pass the test Vashek gave them. There were
couple of email threads on the general mentor list that noted lower
engagement this year with possible reasons varying from low stipend, covid,
changed rules, and badly designed GSoC page. On the other hand, the GSoC
administrators reported higher number of applications than usual. So I
don't know. I believe the best case for us is when a student personally
connected to a GRASS dev/community member applies. We should also think
about how to reach a CS community, but GSoC stipend might not be as
competitive as it used to be, so the student motivation needs to be about
joining open source community, not just money.

Thanks for the detailed minutes.
Just a note on "GRASS on Windows":

  1.  OpenMP support should already be there (see: 
https://github.com/OSGeo/grass/commit/53dfd4a73289271569a5b499576a0fb4ab8f6c99#diff-b9bc209c3d30b07d8326bc89c625727071056dcb81792ef25ef1daf34c3d932bR44
 ).
  2.  The problem with PDAL is that it is compiled with MSVC, so GRASS with GCC 
build cannot be compiled against it. It was mentioned that a CMake build for 
GRASS could be a solution (see: https://github.com/OSGeo/grass/issues/1821)... 
but that seems a bigger task...
