Bug description:
  [Impact]
  If a document has images that aren't translated they are symlinked to the 
untranslated version. These symlinks are absolute so they can't be relocated 
and break with snappy.

  [Test Case]
  Build a project that uses yelp-tools (e.g. ghex). Check the symlinks that are 
created.

  Expected result:
  They are relative so the files can be relocated

  Observed result:
  They are asbsolute.

  [Regression Potential]
  Low. It seems unlikely that anything would check how the links work.

This upload combines a regular translation update of the 16.04 desktop
guide with changes of 30+ translatable strings.

Normally we don't do SRUs of translatable strings in ubuntu-docs, but
there was a late name change of the new software management application
from just "Software" to "Ubuntu Software", which was not reflected in
the desktop guide at release time. The relative importance of Ubuntu
Software, and its mentioning in the desktop guide in several places,
justifies this exception.

We have taken this 'opportunity' to SRU a few other bug fixes; please
see the changelog.

  Current biber version in xenial (2.3) is too old for texlive-bibtex-extra 
version (2015.20160320-1), as described in Bug 1565842 , making biber 
uninstallable in xenial.
  Backporting the most recent version (2.5) would still be a mistake since it 
requires a (>>= 2016) version of texlive-bibtex-extra.
  The proper solution is to backport the 2.4-1 version as was seen in debian.
  This has been verified to function properly in the aforementioned bug.

  The bug has attracted a lot of attention with 68 people marked as
  affected as of June 13. It may meet the criteria for "High" severity
  since it "Has a severe impact on a small portion of Ubuntu users
  (estimated)" and "Prevents the application or any dependencies from
  functioning correctly at all".

  time you try it there may well be no snaps installed, and the output
  isn't very helpful:

No snaps are installed yet. Try 'snap browse' or 'snap install hello'

  We won't have 'snap browse' for a while but let's go ahead with the
  recommendation to install 'hello' till we do.

  This is a new version that improves on 2.0.6 which had an incomplete
  refresh (bug #1588977, bug #1537793) and also breaks building on
  gccgo-6 (powerpc).

Giving my tests more coverage and thinking about reasonability of an
SRU:

Vivid is soon out of scope and has already 0.98.7* packaging due to
security updates - so V->W path isn't important anymore.

Also the Trusty -> Wily path can be considered unimportant now that
Xenial is out a while (and almost nobody does LTS->nonLTS).

That said I'd vote to only fix T->X.

  Current biber version in xenial (2.3) is too old for texlive-bibtex-extra 
version (2015.20160320-1), as described in Bug 1565842 , making biber 
practically unusable in xenial.
  Backporting the most recent version (2.5) would still be a mistake since it 
requires a (>>= 2016) version of texlive-bibtex-extra.
  The proper solution is to backport the 2.4-1 version as was seen in debian.
  This has been verified to function properly in the aforementioned bug.
