  [impact]

  bug 1645324 introduced code to improve the existing file-based
  locking, by using fcntl instead of exclusive file opening.

  However, when fcntl fails the new code tries to check for errno of
  EAGAIN or EACCES, but does so incorrectly:

  + ret = fcntl(lockfd, F_SETLK, );
  + if (ret == -1 && errno != (EAGAIN || EACCES))

  "errno != (EAGAIN || EACCES)" is not correct, because it will always
  evaluate to true when errno is either EAGAIN or EACCES; the bitwise OR
  of EAGAIN (11) and EACCES (13) produces 15 (ENOTBLK) which will never
  match either, so != always is true.

  run ebtables in a tight loop from two separate shells, to force
  lockfile contention, for example:

  bug 1645324 introduced code to improve the existing file-based
  locking, by using fcntl instead of exclusive file opening.

  However, when fcntl fails the new code tries to check for errno of
  EAGAIN or EACCES, but does so incorrectly:

  + if (ret == -1 && errno != (EAGAIN || EACCES))

  "errno != (EAGAIN || EACCES)" is not correct, because it will always
  evaluate to true when errno is either EAGAIN or EACCES; the bitwise OR

Bug description:
  [Impact]

  compute-image-packages is provided by Google for installation within
  guests that run on Google Compute Engine. It is a collection of tools
  and daemons, packaged as gce-compute-image-packages, that ensure that
  the Ubuntu images published to GCE run properly on their platform.

  Cloud platforms evolve at a rate that can't be handled in six-month
  increments, and they will often develop features that they would like
  to be available to customers who don't want to upgrade from earlier
  Ubuntu releases. As such, updating gce-compute-image-packages to more
  recent upstream releases is required within all Ubuntu releases, so
  they continue to function properly in their environment.

  With this release we also add a new binary package to the suite -
  google-compute-engine-oslogin which is for a future feature of using
  OS Login on GCE VM instances.

  [Test Case]

  When a new version of gce-compute-image-packages is uploaded to
  -proposed, the following will be done:

   * an image based on -proposed will be built for GCE and published to the 
ubuntu-os-cloud-devel project
   * the CPC team will write new automated tests to cover new testable 
functionality (if any) in the new package
   * the automated testing that the CPC team normally runs against GCE images 
before they are published will be run against the -proposed image
   * the GCE team will be asked to validate that the new package addresses the 
issues it is expected to address, and that the image passes their internal 
image validation.

  If all the testing indicates that the image containing the new package
  is acceptable, verification will be considered to be done.

  [Impact]
  Plymouth is crashing regularly for users of releases before Ubuntu 18.04. The 
crash reporting dialogs must be annoying for those experiencing the crash.

  [Test Case]
  We have not figured out how to recreate the crash, but the errors bucket 
(https://errors.ubuntu.com/bucket/?id=/sbin/plymouthd%3A11%3Ascript_obj_deref_direct%3Ascript_obj_as_custom%3Ascript_execute_object_with_parlist%3Ascript_execute_object%3Ascript_lib_plymouth_on_update_status)
 is updated hourly from people who encounter the crash. Checking the errors 
bucket for an absence of the new version should be sufficient to confirm that 
the crash is not occurring.

  [Regression Potential]
  The fix for this bug involved dropping an undocumented patch from plymouth 
which is rather risky. That being said the fix has been in Ubuntu 18.04 since 
mid April and no regressions have turned up. While I'm checking the Error 
Tracker for new plymouth crashes regularly it would be best to let this SRU age 
for longer than the 7 day period to be sure nothing is amiss.

  Intel released these firmware updates to support the new ETSI 5GHz Adaptivity 
Requirement, OEM has to meet it in order to ship.

  [Test Case]
  Check dmesg to confirm the correct firmware is loaded, make sure the revision 
is correct, and check wifi can functions properly.

  [Regression Potential]
  It is possible that there is regression introduced by Intel's firmware, so 
should make sure wifi still works properly after the new firmware is used. We 
have verified the new firmwares of 7260 and 7265D on 4.4
  and 4.15 kernels. The 8000 and 9000 series firmwares have newer API versions 
and will need to confirm with subsequent driver changes.

  wireless-regdb SRU Justification

  Impact: New regulatory requirements in the EU necessitate updating our
  wireless regulatory database.

  Fix: New upstream release.

  Test Case: Minimal testing would be to reload the regdb (can be done
  with iw built from git or by rebooting) and verifying that you are
  able to change regulatory domains (e.g., sudo iw reg set US; iw reg
  get).

  Regression Potential: Minimal. Biggest risk would be the inability to
  load the new database due to the changes in signing, however testing
  will confirm that appropriate key is present.

  Curtin now contains an extensive integration test suite that is ran using
  the SRU package for each releases. These suite has documentation here:

  run their continuous integration test against the curtin that is in
  -proposed. A successful run will be required before the proposed curtin

thanks for the retest the issues are not part of the ppa/SRU.
Also this is released already, so no need for the ppa anymore.

#2 is intentional if you had a modified tools.conf due to conffile
handling

#1 we can look at when working on the next version.
   If you could outline - best in a new bug - the symptom for "reboot to 
validate vmtoolsd" then we can check that when pulling an even newer version 
for Ubuntu 18.10 and later the backport for 18.04.

   * This is special in this case, and there are two things

   * a) If one doesn't have a vmware hipervisor he can take get a free 30 
day trial and test the upgrade in there

   * b) more important there is a while matrix of potential hipervisor 
versions to test and none of us has them available. Therefore 
vmware being the owner of the hipservisor as well as the open-vm-
tools upstream project volunteered to verify the upload (already 
done on the PPA ,will be done on the SRU again)

   * This is quite a bump of versions, so if the new version has issues 
 the old one had not there might be regressions. There are no known 
 issues like that atm and this also is why we pulled VMWare into
