That seems reasonable. My initial concern is whether we can mix NDK
versions, like compiling tor (for TorServices) with r21 and Firefox with
r17, but we can test that and make sure it works.

As far as I know, those binaries are already building with something
newer than r17b, so that would be something to check regardless of
whether NDK r20 or r21 is used for the Maven Central artifacts.
