Notice I said "you *should* be able to..." - so no,  I haven't done it
myself. I can try with my Mi Note to update it and let you know!

Have you done that process before?  It is not simple, or I'm missing
something.  I ran through the instructions and it silently fails, then
reboots back to the unchanged ROM.

You have to request them to put the Chinese firmware when you buy it.
You are getting the HK / India ROMs. 

With the Xiaomi phone, you should be able to download the right firmware
and flash it yourself.
