Hi there, I had a similar problem a couple of months ago with Bezeqint (regarding ports of stock market trading software). Check with them that your account doesn't have any automatic Benefits from the ISP - e.g. Virus filtering or such. As soon as I asked them to remove any of those so-called benefits from my account, all the problems were gone. (My assumption was they were probably routing traffic through those nasty service providers like the Italian one you mentioned) Hope that helps, for what it's worth.
