We backported the USE_QUIC_OPENSSL_COMPAT build option in HAProxy 2.8.4,
so we can build with USE_QUIC using OpenSSL without a patched version
of OpenSSL.

Unfortunately we can't activate this option in the default build,
because it's not compatible with other openssl libraries (quictls,
libressl and boringssl don't use a specific build option). And using
