disappeared and it was completely new, wow! All data from my (old) profile
are gone...

I searched the whole disk and nothing.

went ahead and restored 1803 for now, more 
testing.

worth a try.  That said, it's likely worth doing the standard drivers,
firmware updates on everything, not just video cards.

I've upgraded two PCs without issue so far. A buddy also upgraded two without 
note.

I did hear from another person about an Intel GPU driver problem.
