One quick comment, do we really need to check dependent service running?
Probably context implementation of isRunning simply can check sps service
running or not, but need not worry about NN running ?
In external case, if NN is not running, context can not connect anyway, it can
keep retry until they connects? That retry logic may goes into context
implementations.
