Yahh, this seems to be have dragged a bit too much, we have discussed it in details even on the mailing list for Data Locality Problem but the solution decided there didn't conclude due to security reasons. Data Locality problem I think was still not causing as such problem, but Retry Cache one we need to do something this can have impact on the overall consistency of the system. Anyway, I will shoot a discussion at the @dev list.
