Yeah it’s not straightforward to use -fs along with data dir in this case.

I still find it confusing occasionally because not all Hadoop commands uses 
ToolRunner to prints generic command help.

MAPREDUCE-7398 looks hacky to me but I'll give it a try.

If it implements {{Tool}}, it is assumed to use {{ToolRunner}} to parse generic 
options including {{-fs  or }}? This overrides 
the {{fs.defaultFS}} property and is more "standard" to the conventions of 
Hadoop tools.
