logic and keep the logic from this JIRA to differentiate {{decommissioning}}

[~xyao], one of the key issues is that NumReplicas doesn't distinguish between 
decommissioned or decommissioning replicas, and is initialized with the sum of 
decommissioning and decommissioned replicas. I think fsck should report 
decommissioning and decommissioned replicas separately to provide the complete 
picture.
