New patch to make sure failover count is actually incremented for all types of 
failovers, IncrementFailoverCount implicitly resets the retry count as 
[~bobhansen] suggested.  I cited the wrong line of code with regards to retry 
count last time, what I really meant was

for(unsigned int i=0; iIncrementFailoverCount();
{code}

That's been moved to the lower block that calls ConnectAndFlush.

Also changed the rpc attempts from hardcoded 3 to the default rpc_retry count 
while I was in there.

New patch ready to go (lots of manual testing, will file jira for adding CI

-Get rid of RpcEngine::ha_enabled_, switch "ha_persisted_info_ && 
ha_persisted_info->is_enabled()" into just a check on ha_persisted_info.  The 
only call left to is_enabled is to check if it is in a valid state, after that 
a non-null pointer is sufficient to determine if it's HA.
-got rid of declatations for HANamenodeTracker::IsActiveNamenode 
/IsStandbyNamenode
-fix the warning when we get more than two namenodes as part of a nameservice.  
It would warn when we had two nodes.. ">" vs ">="
-turn the default max rpc retries to zero.  This was hitting a signed to 
unsigned conversion issue when using -1.  This prevented the last patch from 
properly failing over on timed out connections.

Yep, got rid of is_server_exception.

bq. hdfs_configuration.c: We have a (faster) split function in uri.cc; let's 
refactor that into a Util method
I went and implemented this but was getting valgrind errors in 
configuration_test and hdfs_configuration_test due to statically initialized 
protobuf stuff even after calling the protobuf shutdown method. Going to push 
this into another jira.  Adding it to the current util.h/cc means tests have to 
link against protobuf and openssl that don't really need to so I might try and 
separate out util methods that don't need external libs.  

bq. HdfsConfiguration::LookupNameService: if the URI parsing failed, we should 
just ignore the URI as mal-formed, not bail out of the entire function. There 
may be a well-formed URI in a later value.
Will lump this in with the above improvement in a different jira.  Want to 
check out how the java client handles that.

bq. HdfsConfiguration: I'm a little uncomfortable using the URI parser to break 
apart host:port. If the user enters "foo:bar@baz", it will interpret that as a 
password and silently drop everything before the baz. Just using split(':') and 
converting the port to int if it exists is solid enough.
Lump this in as well since it's related.

bq. status.cc: I don't think the java exception name should go in the 
(user-visible) output message. A string describing the error ("Invalid 
Argument") would be nice, though.
I agree.  In the short term I'd like to keep them around for debugging though.

bq. filesystem.cc: why do we call InitRpc before checking if there's an 
io_service_?
This was a mistake, but I got rid of InitRpc so it's no longer an issue.

bq. rpc_engine.h: Are ha_persisted_info_ and ha_enabled_ redundant?
Pretty much, except for the initial check that nulls out the ha_persisted_info_ 
if parsing failed.

Now using the default RPC delay as the failover delay to prevent this from 
thrashing between datanodes that happen to both be marked standby while in the 
middle of failing over.  Ready for review, I plan on adding the exponential 
backoff failover delay in another patch.

Some minor improvements:
-HANamenode tracker now a class, added accessors so no more direct access to 
bool flags
-More comments
-NamenodeOperations::Connect now takes resolved endpoints vector by 
value(RpcEngine does as well).  It can get called in asynchronous contexts so 
it's worth the small, and rare, copy overhead to a avoid dangling ref/pointer 
issues.

-can take a nameservice in FileSystem::Connect
-got rid of distinct enum for server exception types
-prepend hdfs:// to namenode authorities to use URI class
-fix bug in default option: max retries defaults to -1, would get cast to 
uint64_t and get stuck doing retries
-rename FmtURI method
-added status strings to some error messages, still a few more to go
-follow the _locked naming convention
-read HA options from config and use them in the retry policy
-support for connection timeout during connection to a HA node: default to 
immediate failover

Outstanding work:
-still need to move stuff out of the hdfs_configuration class
-get rid of duplicate data structures in options (services, ha_enabled_, 
ha_namenodes_) and just keep Options::services.  This one is trickier than it 
sounds; to do it right we either need to resolve endpoints for the HA namenodes 
in filesystem, or pass the namenode/nameservices down to the RPC engine and do 
DNS lookup there (instead of twice).  It spans enough of the code that I spend 
a good amount of time resolving merge conflicts so I'd like to do these changes 
in another JIRA if others thing that is acceptable.  A proper refactor of this 
will fix a few issues:
1) better looking code
2) full support for multiple HA clusters
3) get rid of extra level of DNS lookup

Rebased patch on top of SASL work.  I've been a little busier than expected so 
I haven't had a chance to address all of Bob's comments yet.  Really posted in 
case [~bobhansen] wants to check out the merge; otherwise the rest isn't worth 
looking at too closely yet.

Attached basic implementation patch.  Seems to work but needs lots of stuff 
cleaned up and improved.  Can't assign bugs but I'll claim this one.

-Moved DNS lookup to RPCEngine, but FileSystem will still do a round of it 
first.  Needs to be cleaned up
-Only 1 nameservice supported in config files.  If more than one exists the 
leftmost one in the file gets picked.
-RetryWithFailover policy has hardcoded #s of failovers and retries.  Just some 
more work to parse that.
-Needs lots of testing, been using iptables to block NNs on an HA cluster 
rather than actually switching active/standby.
