Yes, there's been a lot of work done on the dev branch. There's been even more 
work done on a separate branch, merging in the newer sandbox code and putting 
us on track to support Go 1.6 (which is now already out of date... :P), see 
https://github.com/rafrombrc/heka/tree/go1_6.

Unfortunately, I've got not much time to give to this, and my day job focus has 
moved away from engineering entirely, towards management. I'd like to finish 
this latest work up and get a final release out, but I'm not sure when I'll be 
able to get to it. I'm also open to a less ambitious 0.11 release that just 
includes the fixes and improvements that have already landed on dev.

Anyone interested in helping out?

I know. But the main branch (the "dev" branch) has evolved since the
0.10 release. So I just thought that creating 0.11 based on the
current "dev" branch would make sense.
