AMERICAN MUSLIMS ASKED TO ASSIST EARTHQUAKE VICTIMS IN TURKEY



(WASHINGTON, D.C., 8/18/1999) - A number of American Muslims of Turkish

descent today announced the formation of an organization designed to assist

victims of Tuesday's massive earthquake in Turkey.



The group, called the Turkish Relief Association (TRA), established a toll-

free number (1-877-TURKEY9, or 1-877-887-5399) that people of all faiths

may call to offer assistance. TRA will coordinate its efforts with the

Humanitarian Aid Foundation in Turkey.



Those interested in helping quake victims may call the toll-free number, e-

mail [EMAIL PROTECTED] or send donations to TRA, 1657 Deer Park Avenue,

Deer Park, NY, 11729.



"Muslims around the world have a duty help their brothers and sisters

suffering in Turkey. American Muslims will do their part," said CAIR

Executive Director Nihad Awad.



Other existing American Muslim relief organizations say they will also

offer assistance. The Holy Land Foundation pledged $100,000 for the relief

effort. Life for Relief and Development officials say they will work with a

sister agency in Turkey to send emergency funding.



Other American Muslim relief groups include Mercy International USA,

Islamic African Relief Agency, Success Foundation, and Global Relief

Turkey's Anatolian New Agency put the death toll resulting from the quake

at more than 3,400. The quake measured 7.4 on the Richter scale and was

centered on the northwestern industrial city of Izmit, some 90 km (55

miles) east of Turkey's largest city, Istanbul. The agency said more than

16,000 people were injured.



IMMEDIATE ACTIONS REQUESTED:

1) Make du'ah (prayer) for the victims.

2) Donate what you can to a Muslim relief agency.

3) Islamic centers should take up collections after Jumah to be forwarded

to a relief organization. (A CASH donation is the best way to help this

effort.)

4) Muslim medical personnel are urged to organize teams for travel to

Turkey.

5) Let the media know of your work. Muslim efforts often go unrecognized.

LEADERS AND ACTIVISTS URGED TO MEET MEMBERS OF CONGRESS ON ISSUE OF SECRET 
EVIDENCE

Twenty-nine representatives co-sponsor Secret Evidence Repeal Act of 1999

(WASHINGTON, D.C., 8/10/1999) - CAIR is calling on local Muslim communities
to arrange meetings with members of the House of Representatives (or key
staff) to seek commitments on the Secret Evidence Repeal Act of 1999 (H.R.
2121).

This legislation, introduced by Reps. Tom Campbell (R-CA) and David Bonior
(D-MI) and co-sponsored by 29 House members, would prevent the use of
secret evidence in Immigration and Naturalization Service (INS) deportation
hearings. More co-sponsors are needed.

Many American Muslims and civil libertarians believe secret evidence is
unconstitutional and that it is used disproportionately against members of
the Muslim and Arab-American communities. The act's sponsors say more than
20 of the 25 individuals held based on secret evidence are Muslims and/or
Arabs. The use of secret evidence has a negative impact on our community
that will only grow worse if we do not support this legislation.


The "Findings" section of the proposed legislation states:

(1) No person physically present in the United States, including its
outlying possessions, should be deprived of liberty based on evidence kept
secret from that person, including information classified for national
security reasons.

(2) Removal from the United States can separate a person from the person's
family, may expose the person to persecution and torture, and amounts to a
severe deprivation of liberty.

(3) Use of secret evidence in immigration proceedings deprives the alien of
due process rights guaranteed under the United States Constitution and
undermines our adversarial system, which relies on cross-examination as an
engine of truth-seeking.

community representatives.

TIPS ON MEETING A MEMBER OF CONGRESS:
(Meetings must take place before Labor Day and the beginning of the next 
session of Congress. Check the attached list to see if your representative 
is a co-sponsor. A hearing on secret evidence has been promised for sometime 
in the next session.)

1. Make an appointment with the representative by contacting the
"Appointment Secretary" or "Scheduler." (Only meet with a key staff member
as a last resort.) State the subject, time needed and the names of those
who will attend. (Include representatives from all segments of the
community, especially sisters.) Contact CAIR for background information.

2. Hold a pre-meeting to set an agenda and goals. Educate yourself on the

3. Arrive on time and be prepared to wait in case the representative is
running late. Bring background materials, editorials and fact sheets to
