[hlcoders] Command Line Info

I'm writing a simple server launcher for HLR and I need some info on command
line parameters. I remember someone posting info on command line parameters,
I believe it was Eric, but could anyone repost that information or give me a
useful link? Also, does anyone know the command line character length limit?
