First try changing -ip to +ip instead on the command line. If that
doesn't work, try running the server updater with option -verify_all.
Sometimes that is the only option to complete installation no matter if
you remove all files and install fresh unless you delete the steam blobs
and such too.

Did nothing out of the ordinary, just stopped the server updated.
When I re-started I received the following error.
Tried a full re-install as well only to receive the same error.

-game left4dead2 -ip 203.142.9.125 -port 27030 -maxplayers 8 +map
c2m1_highway
This is on a hosted dedicated server.
