[hlds] memory leak

the mem leak on tf2 

i don't think thats been fixed at all. it seems worse to me already at 23 %. At 
1900 it was showing 18 %

Your right, on Linux its still an issue aswell.

2 TF2 servers currently use 75% of 2 GB.

On my (Linux) servers, the patch introduced weird connection timeout
issues and had no impact on the memory leak:

This is compounded by the discovery of client techniques to
intentionally ramp up the server's memory usage, although this can be
partially curbed by hooking the commands involved through server
plugins.
