[hlds] memory leak

On my (Linux) servers, the patch introduced weird connection timeout issues and had no impact on the memory leak: http://www.2fort2furious.com/images/2f2f_memleak_postpatch.png This is compounded by the discovery of client techniques to intentionally ramp up the server's memory usage, although this can be partially curbed by hooking the commands involved through server plugins.
