How good would an rss feed displaying all the lastest version numbers 
for everything available via hldsupdate be?

Hmm.. I ran the update as soon as it was released and I had no problems with my 
Windows TF2 server. As a matter of fact, the server was busier than usual.

re-updated my servers for the 2 newly updated files.

That would depend on when you applied the original update.

Best way to check is to try and join one of your servers, if you get  
an error then yes, you need to update :)

I updated my server about 10 minutes after the update was released and I
just updated it again 10 minutes ago and it updated the following files.

0.02%   c:\servers\tf2/orangebox\tf\maps\graphs\cp_dustbowl.ain
0.04%   c:\servers\tf2/orangebox\tf\maps\graphs\cp_gravelpit.ain
48.69%  c:\servers\tf2/orangebox\tf\maps\graphs\tc_hydro.ain
100.00% c:\servers\tf2/orangebox\tf\particles\water.pcf
