I got the idea of they releasing dedicated server over SteamCMD day 
ahead and on the next day to the clients. But HL2DM, CSS or DODSource 
will go SteamCMD before TF2 does. The update won't arrive before that 
and pure is still broken so beta will go on for some time.

I think it's better to let us manage by ourself.

I'ts not a good idea to let valve convert your servers. It will end in pain.
Maybe steamcmd get stuck in a endless loop or other funny things.

Frank: They stated TF2 will be the last game the finish porting over to
the new system, and because of the size of the install base and the
complexity of the game files themselves, this isn't a date set in stone.
I'm sure once they finish ironing out all the problems (last patch reduced
the size of the installation by 7.5GB!) they will release a more firm date.

How would it know what files to keep and what to delete?

What about those users who installed the server right into the base folder
of their user. You can't run steamcmd from the same folder as the server.

There's lots of other smaller things that could go wrong as well. Leaving
the install as is and requiring a fresh download prevents deletion of
customized content and lets server owners move over the right files
themselves.
