I'd say that if you want to play games and turn off IPv4 for some hosts
and not for others then you are better off putting the option in DHCPv4.

Putting the option in RA makes it all or nothing. You either tell all IPv6
hosts to turn off IPv4 or none.

Putting the option in DHCPv6 requires careful coordination between the DHCPv6
and DHCPv4 configs. The DHCPv6 server would have to send the option in the
IPv6 config and the DHCPv4 server has to refrain from sending an offer. This
can be tricky if the DHCPv4 and DHCPv6 device ids are different.

In contrast, putting the option in DHCPv4 only requires setting a flag in the
DHCPv4 config that particular host should not get IPv4. If we require
the DHCPv4 client to include the option in the DISCOVER then it is also easy
to tell old and new hosts apart.
