The initial Request For Comment (RFC) came at the end of November and there has been quite a bit of discussion on the tagging list, so I will just point you to the archives for this one: http://lists.openstreetmap.org/pipermail/tagging/ Interesting note that the proposal page ( https://wiki.openstreetmap.org/wiki/Proposed_features/hazard) says this was originally drafted in August of 2007; so a good example of how sometimes a tagging schema can either (or both) take a long time to develop into a stage ready for official adoption, or can be used for many, many years before all the pieces finally come together for a vote. As with the last RFC's forwarded here, feel free to reply - but best to discuss or comment directly on the proposal wiki's discussion page or the OSMF's tagging mailing list.
