I haven't found a way to disable github from providing those "release"
tarballs, either. :-\
Other projects (e.g., libfabric) actually put their release tarballs up on
Github: https://github.com/ofiwg/libfabric/releases. This still includes the
un-bootstrapped tarballs, but the bootstrapped tarballs are more prominent, and
it therefore diminishes the issue.
We haven't chosen to do this for most Open MPI projects, but it might be a
possibility. If nothing else, if it's a serious problem for your users, you
could duplicate posting the hwloc tarballs to
https://github.com/open-mpi/hwloc/releases.
