Use the word "stipend" instead of "compensation", as the word
"stipend" is part of the 2016-07 motion.

Which reminds me, the 2016-07 motion began;

"The Sugar Labs Oversight Board shall appoint a Finance Manager by
majority vote from among the members of Sugar Labs Oversight Board."

There's a bit of ambiguity here, because of missing comma.  Google
Oakhurst Dairy for cost of missing commas.  The phrase "from among the
members of the Sugar Labs Oversight Board" could mean either;

a.  a board member is appointed to be the Finance Manager, or

b.  the majority vote must be by board members.

If the interpretation is "a", then you are proposing a motion to
attract a board member to be a Finance Manager.

However, you have said in this thread "with the community an open
call", so your interpretation is that any member can be appointed?
Or any non-member?

Overall, cart before horse error.  With the 2016-07 motion ineffective
to date, it is quite likely your new motion will be ineffective.

Perhaps better idea is to call for volunteers for the role of Finance
Manager at $USD 100 per month, and once you have a volunteer move the
motion to appoint them with the $USD 100 stipend.

As a board member you have both the responsibility and the authority
to make such a call for volunteers now, without any further motion,
but with the caveat that the board will make final decision.

I'm not a board member, or a member, but my opinion is that Sugar Labs
should approve the $US 627.05 travel advance for Samson Goddy.

Disagree.  The oversight board is responsible.  Jointly and severally;
which means each board member is responsible, and the board as a whole
is responsible.  As an organisation with no staff, the board is all
there is.

Agreed.

Regardless of whether a Finance Manager is appointed, the board
remains responsible.  The board can't shift that responsibility by
appointing a Finance Manager.

However, a Finance Manager can greatly help the board, so my
recommendation is that the board appoint one as they had intended.

On the contrary I would have no problem to vote +1 on this motion if we had
already a clearly defined and fairly compensated Financial Manager
responsible for the numbers (this includes tracking collections and
payments) on our quarterly reports.

I have been asking for travel advance for over 8 days now, after i was

Hello Avni,

I agree with you it should be clearly defined who in Sugar Labs is
responsible for Google's collections.

Resources in Sugar Labs are limited and historically we had lost a lot of
opportunities because uncollected grant, please research on Trip Advisor's
case when lack of clear responsibility for collection let to an
unbelievable lack of collection of US$40.000 for internationalization's
projects.

Responsibility isn't clear at this point.

About the Financial Manager role, it was created by the Board on July's
decisions last year, still they never appointed anyone for the role.

In the meanwhile, Adam has continue serving as the *representative for
Sugar Labs* with the Software Freedom Conservancy since last period. Still,
this role doesn't account for any financial responsibility according to
current Governance .

I'm sorry we still don't have a wiki page that would easily resolve any
financial question to the community. It is a tendency I'm hoping to revert
by proposing the

-1 since there are still US$7.000 from last Google's programs we
participated still uncollected and currently we have no way of assuring we
will collect Google's funds this time.
