We use Attachmate Extra and define consoles based on the LPAR. We run 
PROD, PRODVM, DEV, TEST, TESTVM all from one.

Assuming you mean multiple 3270 sessions then ...

A single PC/Keyboard/Mouse with a large monitor should be fine.
You just need an emulator that allows multiple sessions
(Attachmate/PCOMM and many others).
If these are to be consoles attached to OSA/ICC and expect a decent
traffic then don't scrimp on the PC config.

We use PCs with just windows and IBM Personal Communications, using TCP/IP 
to talk to IBM 2074s. 

We have 10 console sessions defined on each of 2 pcs, with the open 
window'ed sessions spilt between the 2 PCs.  (We use 2 PCs to insure a 
backup console session.)

We have 24 inch monitors, but this setup works with larger or smaller 
monitors.  It is more a question of readability.

I am sure you can use this setup with the Intergrated Console Controller 
cards.
