Graeme: In addition to what you said, the US congress has failed repeatedly to sneek through increases to the VISA program so Mr. Chertoff did it on his own through Homeland Security by allowing college graduates to now stay in the US and work after graduation. The program is called OTP Optional Training Porgram, which effectively removes all of those would be H1B visa applicants from the existing quota, thereby effectively INCREASING IT. It's not likely to be an "internal" applicant they have in mind.. Before you can import a foreign person on a H1B visa you must advertise for local applicants. Every time you see a ridiculously low pay offer for technical work, just keep that requirement in mind. When no one suitable applies for the job they're free to get a visa to import someone. Anyone who didn't watch that YouTube video of consultants coaching US employers on how to work the system to get a (H1B) visa to import a half-price (or less) person from overseas to take your jobs from you should go and watch it now! Skills required: PLX Programming skills (Very important as that is what the code is written in) OS/390 skills (MVS) Experience (Equally important as this is the operating system that the code will run under). S390 eServer hardware and millicode knowledge (Important as this is what the code is manipulating).
