problems with WLM Service Definition Editor

I downloaded the WLM Service Definition Editor 1.1.0 onto my laptop running MS 
Windows XP Pro SP3.  After launching SDE, none of the pull-downs work – they 
just show empty boxes.  
Has anyone else seen this? 
Can anyone help solve the problem?
