Have you tried an HSEND QUERY ACTIVE command while the WTOR is outstanding?

Joe, what all needs to be connected for initialization to finish? It was 
sitting powered up for several days and never got past the flashing stage. 
Surely it doesn't require ficon links before giving any signs of life from the 
console? Thanks.

I deleted the volume using delvol under primary but still I got a message
about replying with valid device.

Is there anyother things to be looked at?
