We were asked IBM to do downgrade the activation done by mistake and
activate TEST CBU. During this exercise do we need a downtime or it can be
done when the system load is at minimum ?

Right, but if you have a CBU you are probably doing your own DR and not relying 
on a DR company like Sungard.  It'll still probably get expensive, but at least 
you aren't reliant on the good will of some other company allowing you to keep 
using their hardware.
