Indeed. The IEEE Spectrum metrics are derived from sources such as 
Google search/trends, Twitter, Reddit, Stack Overflow, Dice etc. The 
mainframe community is a relatively small part of the IT industry these 
days so traditional mainframe languages like COBOL won't be highly ranked.
