lftp. (LFTP)

it's free. open source from homebrew, macports or download. Scriptable and 
supports full TLS over ftp. Does USS and datasets. Will also do certificate 
based auth too. Nothing else even comes close. Learning curve is not terrible 
and it's well documented. Accept nothing less ;)

I'm on Mac and just use command line ftp. Also have a python script using 
ftplib for scripting. Works fine with PDS both ascii and ebcdic.
